Utica Miss. Apr. 27th 1872

Honored Sir:

Herewithe permit me the honor of writing to you in regard to a matter, that, I am somewhat puzzled about; In November last there was an ellection held for County and Beat officers and in this Beat (No. 3.) there was two Magistrates to be elected, several persons were candidates for the office (J. P.) and Mr Wm. Haffa & Mr. George Jones received the highest No. of Votes. Mr Jones, being out of the Beat, did not quallify, & Mr. Haffa went up to Raymond with his bond (Said to be by the Clerk of the Chancery Court a good bond) one day after the time to quallify expired and the President of the board of Sup. Visors would not accept his bond, but accepted other bonds, two weeks after that. Now is Mr Haffa a quallific Officer or not, he has his Commiss-ion from you. Well, the Pres. of the board of Super Visors Ordered anoth election (Special) to be held on the 23rd of March last, to fill vacancies, and ordred, for two Magistrates in this Beat. I was nominated by the Utica Republican Club, to Run for the office of J.P. The Clubs believing that Mr Haffa would hold his office, did not nominate but one. I received the largest No. of votes at the electi-on & as soon as I received my Certifficate of election, I went to Raymond with my Bonds-men and quallified. then I went to Ex Squire.

Foot. after the books and papers that he had belonging to the State of Miss. he would not turn them over to me, but did turn them over to Mr. Martin. the next day, after I found out that Mr. Foot turned his books over to Mr. Martin (and I believe that he paid Foot to do so) I went to see Mr Haffa, who said that he would not turn the books & papers in his posession over to no one, so we have 3 magistrates in our Beat, and I have no Books, and I want to know, whose books that I am entitled to, Mr Haffa's or Mr. Foots, and send me an order to get the books that I ought to have. I hope that you will send me an order demanding Mr. Martin to turn all the Books & papers belonging to the State to me. also send me my commission. Mr Haffa will be up there to the Convention and can tell you all about it. I hope that you will speak to him about it and let me hear from you by first mail or by Mr Haffa. We will support the Phil. Nominee for President
