To his Ex. Gov. B. G. Humphrey Jackson Missi

Dear Sir,

If affords me pleasure to inform you of the complete Success of our Commissioners in their mission to confer with the principal holders of our Bonds in Europe

At the last date from our Commissioners they had obtained the receipt to the agreement of parties representing over one million of our Bonds— On their return home they will confer with our Creditors in the Northern Cities, where we have every reason to believe they will obtain the Same success—

I enclose for your information a Copy of the Circular and ^of^ the appeal addressed to and made to our Bond holders in America
