Kilpatrick as being a worthy and competent man for Circuit Judge of this District; basing our opinion upon his honesty, firmness and legal knowledge, and believing that in his appointment you will satisfy the bar and the people, and sustain the prediction which so many have made in regard to the fitness of your appointments.
