Minutes of District Council Meeting held 19/8/16

Present All. Cr Jas O'Shanahan in the Chair. Minutes of previous meeting read & confirmed.

Lamp opp Institute Mr WHP Jones waited on the Council & asked the Council to bear part cost of lighting Lamp opposite Institute. Moved by Cr Laidlaw. That the Council pay half cost of Lighting the Lamp 2nd by Cr hall. carried Clerk to reply this effect to Institute Secretary.

Financial Statements submitted & read. Aterations of A/cs Moved by Cr Forbes, That Main Road a/c with the Bank of Australasia be closed & in lieu thereof an a/c be opened Called the Government Grants A/c & Balance of Main Road money be placed into the Gov Grants A/c. Also that adjustments be made from A/c A to the Gov Grants A/c Seconded by Cr Hall & Carried.

Wire received from Cr Forbes re Inspection of damage done to roads by floods.

Advice re Assessment Advice received from Messrs Joyner Shepherd & Phillips. re holding appeal court & making new assessment this year.

Drain at Yeelanna. Letters from J.Cronin P.D. Ryan. & J.A. Dunn re making about 40 chains of Drain between Blks 2&5 Hd Shannon.

Motion Moved by Cr Puckridge, "that tenders be called to make the Drain with & without use of the Grader. 2nd by Cr Laidlaw Carried

Letter from Secretary to S.A. Harbors Board stating that permission could not be given to shift Urinal opposite Post office to nearer the Beach.

Letter from Secretary S A Harbors Board stating that lamps would be placed on the old Jetty & that the work would be put on hand immediately.

Letter from Director of Education asking the Council to grant the Education Dept. that portion of Park Lands adjoining the new School on the South East side Moved by Cr Laidlaw "That the request be granted, 2nd by Cr Forbes Carried

Letter from Messrs Scrymgour & sons re assesment sheets & Books- received

Letter from A R Boehm re water surrounding his house at Cummins .Clerk to reply that the Council had no power to drain Water through Private property

Letter from HE Turner re JP Millers meeting of Creditors & asked that all a/c be sent to him Clerk stated that the matter had been attended to.

Letter from WA Dorward stating that he had completed his contract Hd Mitchell Moved by Cr Puckridge " That the overseer inspect & report on work at next Council meeting. Also to report on draining off water at Swamp 2nd by Cr Hall. Carried

Coulta Cemetery Letter from JW Kennett stating that he had been Curator for same for a number of years Moved by Cr Morgan "That Mr Kennett be asked if he would accept the position as Curator for Coulta Cemetery by appointment under the Dist Council as same was under the Jurisdiction of the Council 2nd by Cr Puckridge. Carried.

Letter from Secretart Cummins Progress Committee re asking the Gov to Build a wharf at Lincoln Also having the Railway line regraded between Lincoln & Cummins Moved by Cr Hall " that this Council is in Sympathy with any movement to better shipping facilities at Pt Lincoln. 2nd by Cr Laidlaw. carried

Memo From Crown Lands dept stating the £200 had be been paid into Gov Grants A/c for main Roads.

Accounts. General 66-5- Main Road 68-10-11 A/c A 2-8-. Moved by Cr Hall " that the accounts as read be passed for payment. 2nd by Cr Puckridge . Carried.

Councillor Laidlaw asked what amount had been paid for Road Inspection since the overseer had been put off & what was the saving to the Council. Resolved that Clerk place statement of same on the table.

Councillor Forbes asked if I Halls had returned to his Contracts at Cummins. Cr Hall stated that on account of the weather, The Contract could not be completed at present & that he would have the work carried out at the earliest possible moment.

Overseer. Moved by Cr Forbes " that Mr C.H. Swaffer be reappointed overseer & Ranger for 3 months starting from 21st August 1916. 2nd by Cr Puckridge. Carried

Councillor Hall. Asked that Mr Swaffer be instructed to keep all Contractors strictly up to specification.

Councillor Laidlaw asked " that the Clerk supply him with a list of all Hundreds contained in each Ward, reuqest granted.

Councillor Hall. Asked that the following works be let by Day Work & Contract Daywork about 12 days scooping off sand.

on road to Karkoo Siding be let to Kammerman Bros (Contracts) 5 chs metal between Blk 1 & 2 Hd Shannon. 10 chs metal on Main Road east of Cum & 10 chs on Main Rd west of Cummins. Also that the overseer have from 30 to 40 yards of gravel sent from Warunda to Cummins to repair Footpath & Ect. Also that overseer inspect Gregory Contract near Yeelanna with a view of having same recoated. Also to report on work asked for by Messrs Starke & Day north of Edillilie.

Motion Rescinded Moved by Cr Hall " That the previous motion in reference to shooting over portion of Park Lands in the Township of Port Lincoln be rescinded 2nd by Cr Forbes. Carried

Motion re Rifle Shooting Moved by Cr Hall "That permission be granted to the Port Lincoln Defence Rifle Club to shoot over that portion of Park Lands adjoining the present Rifle Range. 2nd by Cr Laidlaw. Carried

Grubbing at Cummins Cr Hall stated "That he had grubbing done on main St at Cummins at a cost of 35/-

Councillor Puckridge asked that the overseer inspect roads from Kapinnie to Kiana Railway Sidings & from Kapinnie to West Main Road. Also stated that he had let the following Dayworks. W Sampson self horse & dray 8 days at 12/- per day. D Sampson 4 days self Horse
