District Council of Lincoln Minutes of Meeting held on 15th December 1944 Present Cr W G Morgan, Jas Doudle, R F Richardson, G C Smith & P Woods ,also Clerk A H Taylor & Overseer K S McFarlane. Minutes of previous meeting read & confirmed. Financial Statement Showed a Credit of £2215.18.8

Correspondence District Road Grant- Highways advised District Road Grant £250 of which £50 to be spent on Area School Roads. Surveyor- G D Moore Surveyor that he would not be coming to E P for some time, but that he would advise Council if he or any others Surveyor will be coming.

Noxious Weeds D E Christian re Noxious Weeds on her Sections, stating they intend to cultivate the land and asking for an extension of time to destroy the weeds. Prop Cr Woods/ Sec Cr Doudle} That an extension of time be granted. Carried. G C Paterson & Co stating that Mr G Paterson is at present on active Service and requesting Council to have the noxious weeds destroyed on the Winters Hill Property and send a/c for same to them for settlement. Overseer to arrange for Weeds to be destroyed.

Re Private Light Yeelanna J Haarsma requested Permission to lay Elect Light from his Shop on Lot 1 to his residence on Lot 21 in Yeelanna. Clerk to obtain Solicitors opinion as to Councils Authority and liabilities in the case of injury. 'Held Over'

Permission to lay Water Pipe R Trezise requested permission to lay water pipe from Lot 11 Bruce Terrace to Lot 140 Ponton Grove Cummins. Prop Cr Smith/ Sec Cr Doudle} That permission be granted subject to usual conditions. Carried.

E P Loc Govt Assoc Secy E P Local Govt Assoc Requesting Council to submit subjects for discussion at the next Annual Conference to be held at Streaky Bay the end of March next. Also Copies of replies received from Director General Medical Services and Secy Associated Banks to requests by the Association.

Re Portable Stone Crusher A A Haines submitted particulars of Portable Stone Crusher that he has for sale for £200 - Size 12' x 6" jaws/ Capacity 4 yds per hour. Clerk to write to Highways Dept for an opinions to approximate value of Crusher.

Re Proposed new Road to Sale Yard Cummins Revd Potter waited on Council on behalf of Cummins School Committee with a suggestion to open a new road from Warrow Road through Blocks 2-7 & 9 of Sec 3a to provide a back road into Sale Yards. Council was sympathetic to the proposal and suggested the Committee approach the owners of the various properties as to their consent to make the necessary land available, and then submit the full details to the Council.

Transfers of Land Registrar Gen Deeds advised the following Transfers of Land had been registered. Explanation- J F Carter Edillilie explaining his action in rolling scrub on the road without first obtaining permission. Recd Explanation-A D Greenshields Cummins also explaining his action in rolling scrub on road adjoining his property without permission and also pointing out the necessity of a drain being cut to take the water across a rise in the road. Recd

Re Price of Petrol on E P Mr E K Russell HR acknowledging Councils letter in support of other Councils in their request for a reduction in the Differential increased price charge for Petrol on Eyre Peninsula.

Street Lights not lighted- F W Rowe complaining that the street light at north end of Light Road had not been alight for several weeks recently, and also for about 2 months in June - Clerk to write to Electric Supply for an explanation. (as this light has been paid for). Re Transfer of Land Prop Cr Smith/ Sec Cr Wood} That solicitor be instructed to arrange for the transfer of the strip of land 24 ft wide (to widen Phillips St) from Mr A Waters to Council as agreed with Mr Waters for the sum of £50 purchase money. Carried.

Application for Make New Assessment Prop Cr Richardson/ Sec Cr Woods} That Application be called for making a New Assessment in accordance with the Local Govt Act. Applications to be received up till Wednesday 14th February 1945. Carried.

Report- Overseers Report was read. Prop Cr Doudle/ Sec Cr Richardson} that the Report as read be adopted. Carried. Public Notice re Timber destruction. Resolved that Public Notice be inserted in Local Times warning people against destroying scrub on Roads without the written

Re Well on Reserve at Mt Hope Cr Doudle pointed out the necessity for water to be available for travelling stock at Mt Hope. Prop Cr Richardson/ Sec Cr Woods} That Cr Doudle be authorised to make arrangements with Mr Speed for stock to water at the Well on Reserve north of Section 80 Hd Kiana, and also to repair the Pump and Tank if necessary - Also for Clerk to write to Director of Lands, in reference to the eleged sale of this Reserve. Carried.

Water Pipe -Cr Smith requested that Clerk obtain a length of water pipe 19'6" x ¾" for standpipe in Shannon and forward same to Yeelanna. Granted
