District Council of Lincoln Minutes of Meeting held on 20th December 1946 Present Crs Jas Doudle, K W Ford, R F Richardson, G C Smith & P Woods. In the absence of the Chairman Cr Richarsdon was appointed Chairman. Cr Morgan arrived later and replaced Cr Richardson Minutes of previous meeting read & confirmed Financial Statement presented showed a Credit Bal of £3950.2.9

Correspondence re 10% charge on Wages Highways Dept advised that approval had been given for Councils to charge 10% on all Labour shown on Paysheets which will be reimbursed to cover cost of Tools, Insurance, Payroll Tax, Public Holidays & Sick Leave. This will operate from 1st Jany 1947. Recd

Minister of Local Govt re inflammable grass on vacant lots and pointing out the powers of Councils in this respect.

Re Insurance of Fire Fighters Cummins Branch Agricultural Bureau re operations of Fire Squads at Cummins and also re Insurance of Personel and equipment. Re Purchase of S/H Truck for F.F. at Cummins They also requested that Mr Doug H Blacker who is willing to act be appointed Fire Controller for Hd Cummins in place of H J Blacker who has left Cummins. They also pointed out that to make the Fire Squad at Cummins efficient it is necessary for them to have the engine & plant loaded on to a Truck all ready in case of an outbreak of fire and as there is truck that can be purchased for £200 they requested the Council to purchase same if funds will allow this to be done. Prop Cr Ford/ Sec Cr Woods} That the Cummins Fire Committee be empowered to purchase the S/H Dodge Truck mentioned for £200. Carried

Re Town Planners Report Secy Recreation Ground Committee in Cummins re Town Planners Report and improvements on Cummins Oval.

Town Planners Report and Plans Town Planner Report on Cummins Town with Plans of proposed improvements. (Copy of Report sent to Secy Progress Committee) Prop Cr Smith/ Sec Cr Ford} That Plans of suggested improvements be sent to Secy Progress Assoc for their consideration and return to this Council by next meeting with their comments on same. Carried. Local Gov Assoc EP Local Government Assoc - Copy of Minutes of Local Conference held at Cowell on 8th April 1946. Also that next Conference will be held at Tumby Bay on 17th March 1947.

Apex CLub- President of Apex Club particulars of Petition in reference to Anti T.B. Campaign which was presented to State Parliament on 19.11.46 and contained 175,639 Signatures - 2,879 from Flinders District. Received

Uniform Metal Badges for F Controllers Secy Minister of Agriculture; Suggesting that uniform Metal Badges be issued to all Fire Controllers and requesting the views of Council and the number required if adopted. Prop Cr Smith/ Sec Cr Doudle} That this Council is in favour of the proposal and that 15 Badges be ordered. Carried.

Re Phone Charges Increase PMG Dept advising increased charge of telephone rental and also unit call charge as from Jany 1947

S.A. Tubercular Association re Bedford Appeal for funds. Received.

Bushfire Hazard Broadcast Minister of Agriculture Re Bush Fire Hazard Broadcasts and that District Meterologist Weather Bureau to be advised estimated per Centage of Green grass in Area.

Camp Sites Director of Lands advised that Camp Site at Kellidie Bay had been granted to C W Witham 191 Wattle St Malvern Sec 272 and to J C Phillips 36 Mawson St Nailsworth adjoining Sec 271 Hd Lake W

Reports Overseers Report was read Prop Cr Smith/ Sec Cr Richardson} That Overseers report as read be adopted. Carried. Prop Cr Ford/ Sec Cr Wood} That Clerk write to Tutt Bryant and enquire about Bull Dozer and to Power Plant about Patrol Grader and Power Shovel ordered through H & L Govt on 30 August last. Also to Highways asking if they can advise the probable date of delivery. Carried.

Gravel - Cr Ford requested that gravel be put on the road at Pillana Crossing.

Request for Bitumenising Prop Cr Ford/ Sec Cr Smith} That application be made to Highways Dept to have the Main Street in Cummins and also in Yeelanna bitumenised while the Bitumen Plant is in the district. All of these streets being portion of Main Road No 42. Carried

Fire Controllers appointed. Prop Cr Ford/ Sec Cr Smith } That Douglas H Blacker be appointed Fire Controller for Hd Cummins in place of H J Blacker who has left Cummins.

Street Light Prop Cr Ford/ Sec Cr Smith} That permission be granted for a Street Light to be erected in the Street at the rear of Cummins Hall. Carried.

Prop Cr Doudle /Sec Cr Woods }That the following accounts as read be passed for payment. General A/c £900.7.10 - Govt Grants A/c £210.18.6 Carried

Cr Morgan moved that the Sympathy of the members of the Council with Cr Woods, in the recent loss of his Mother be recorded. This was endorsed by Cr Smith and Carried.
