District Council of Lincoln

Minutes of Meeting held on 21st December 1935

Present _ Councillors _ Jas OShanahan (Chair) Jas Doudle, JC Harder, WG Morgan & CK Ritchie

Minutes of previous meeting read & confirmed

Financial Statement received Correspondence Highways Dept advising that the specimen submitted for identification was St Johns Wort.

Highways _ Advising that the amount allotted this Council as Grant in aid of Rates for the present financial year is £239. with form of application for payment of same.

Highways Advising that the Commissioner had approved of this Council purchasing a Forwood Down _ 8 ft Brattenising Grader, at price quoted, and charging half cost of same to Gov Grant account in lieu of Standard grader previously approved. The Chairman reported the action he had taken and that Cr Doudle & the Overseer had inspected a similar grader in use by the Wudinna Council which they regarded the most suitable grader for the Councils requirements.

Correspondence Contd Commissioner Highways in reference to the report of their Inspector, on the grading being done on West Main road, and pointing out where more grading is required.

Highways Dept Advising that the sum of £750 had been allotted to this Council for roads in Newly Settled Areas for the current year. and stating that at least £600 is to be spent on grading generally in the Hundreds of Mortlock, Cummins, Shannon & Mitchell.

Highways Dept Advising that Concrete Flood Opening at Section 2E Hundred Cummins has been completed and notice of same attached in accordance with the Highways Act.

Highways Dept Advising that £900 had been allotted to the Council under the Federal Aid Roads Amendment Act for year ending 30/6/36 as follows:- £200 on Warrow - Tumby Main Road £ 450 " Edillilie - Cummins Road £250 " Louth - Hd Mortlock Road

Director of Lands with Copy of notice published in Govt Gazette, and Tracing of plan of roads to be closed in Hd Lincoln.

Director Lands - Notice of Cancellation of Agreement to Purchase Section 25 Hd Mitchell by GA Reimann.

Director Lands Advising that Temporary Licence had been issued to WG Haynes to occupy Section 1. Hd Flinders for bee farming only.

Director Lands Pointing out that the month of February had been Gazetted as the Summer period for Simultaneous Destruction of Vermin.

Port Lincoln Corporation in reference to repairs to Winters Hill road.

Organising Director S.A. Centenary Celebration, in reply to Councils letter re grant for memorial at Lake Hamilton Cemetary, and stating that the matter would be considered by their committee.

Director Tourist Bureau acknowledging receipt of petition signed on behalf of various Bodies, asking for assistance to repair road to Sleaford.

Mr N Bristow in reference to Noxious Weeds on the road at Poonindie.

RH Gordon acknowledging letter repairs to road from Yeelanna to Ningana, and offering any quantity of Stone that may be required, free of cost.

PJ Houston in reference to cattle Straying on Main West road. Clerk was instructed to reply that the owners of the cattle would be cautioned.

C Wade asking that Thistle Island be taken out of the Council Area and placed in the area outside of District Councils. It was resolved that the request could not be granted.

HW Schmidt asking that fine imposed for late payment of rate last year be remitted. Resolved that the fine of 7/- be remitted and credited to his next years rates.

AE Phelps re state of the road from Section 23 Hd Cummins to Cummins. It was resolved that the Council could not do anything to the road at present.

AE Venning Trustee J Venning Estate with cheque for rates and requesting that the fine of 4/4 for non payment of last years rates be remitted, as if the rate notice had been sent to him instead of Mr Pope, he would have paid them. Resolved that the fine be remitted.

Queensland Insurance Coy in reference to W.C.A Insurance. Resolved that the Council cannot change back to them at present.

Organiser of Advertiser. Learn to Swim campagne in reference to the 1936 Campagne.

Local Govt Association - re proposed Constitution Rules & Copy of same.

Lands Dept - Advised the following changes of ownership Islands in Sir Joseph Banks group from CA Darling to Mrs CM Darling Sects 29 & 44 Hd Mortlock RB Wiltshire to Cresco Fertilizer Coy Pt Blk 8 of Sec 3A Cummins LB Trigg to Miss CA Neate as mortgagees Moved by Cr Doudle that the Clerk make the necessary alterations in the Assessment Book _ Sec Cr Morgan. Carried

E & H Heard Yeelanna requesting repairs to road along the South Side of Section 38 Hd Mitchell. Resolved that this road be repaired.

MH Gibbons re Road Yeelanna to Kapinnie.

Smith Bros wrote on Behalf of WM Smith stating that he does not own Lot 36. 37. 38. 39 in Bellwood which are assessed in his name & on which rates have been paid by him. They stated that these allotments have been held by the Education Dept since 1910 and ask that the amount paid by Mr Smith in error be adjusted. Resolved that the Clerk find out the exact position and that the amount paid in excess be credited to Mr Smith.

Prop Cr Morgan That Keith Sinclair McFarland be appointed "Authorised Officer" under the Noxious Weeds Act 1931. Seconded by Cr Harder . & Carried
