District Council of Lincoln Minutes of Meeting held on 15th February 1946 Present Crs W G Morgan (Chair) H J Blacker, Jas Doudle, R F Richardson, G C Smith and P Woods, also Clerk A H Taylor & Overseer K S McFArlane Minutes of previous Meeting read & Confirmed. Financial Statement presented showed a Credit of £4873.4.7 Correspondence Secy Minister of Agriculture advised that permission had been granted the Dept of Civil Aviation to cut back suckers on the road West of Pt Lincoln Aerodrome in Hd Louth. Nominations P L Hospital Advisory Com Hospitals Dept stating that nominations are required as soon as possible for two members to represent the Council on P.L. Hospital Advisory Committee for current year. - the retiring members being C K Ritchie & PS Sinclair for current year . Clerk advised that he had sent on the nominations of P Woods and P S Sinclair as directed at the last meeting of the Council.

Managing Director of Yalluna Pty stating that instructions had been given for the opening of the road at Section 272 Coffin Bay Homestead as requested.

P P McDonald requested permission to clear the road between Sections 24 and 9 Hd Mortlock to enable him to get rid of the Vermin thereon. Council unable to grant this request. Prop Cr Woods /Sec Cr Richardson} That permission be requested to clear Timber on road Hd Warrow, where there are rabbit burrows, so that they can be plowed out. Carried Re Land for road Cummins Fuss John Fuss again road re land for proposed road through Block 2 of Sec 3a Cummins. Clerk to state that no advice has been received by the Council as to what the various land holders will do in the matter of land for the said road.

Earl & Son in reference to roads to Section 7 Hd Mitchell. This is a main road & nothing can be done at present owing to shortage of Labour & plant.

Application to Lease portion of Road Proper Bay S A Fishermans Cooperation Ltd wrote and Mr J C Dunn waited on the Council to support the application to lease portion of the road between the south boundary of Sec 502 Hd Lincoln and High water mark, not used for road purposes. For the purpose of erecting a building for the processing, freezing and chilling Fish, Land required 45' x 60' up to High Water Mark. Director of Lands advised that this land is portion of district road and under the care of this Council - and that if any portion of it is not required by the Public - Council can deal with it under the Roads Opening & Closing Act, but suggested consult Councils Solicitor. Prop Cr Smith/ Sec Cr Blacker} That Legal Advice be obtained before anything is done in the matter. Carried.

Price of Shed Geddes & Co . Price for material for Shed for F F Equipment at Cummins = £60.7.1 Pt Lincoln. Also letter from K Hayman stating that S R Letton would build same for £69.10.0. Mr McFarlane to see S R Letton re this contract and Specification of same. Nat Safety Committee National Safety Council re the appointment of Local Safety Committee and details of the Organization of same. Prop Cr Smith /Sec Cr Richardson} That all Councillors be appointed on the Local Safety Committee. Carried.

Pipes across Road Hd Cummins J C Harder requested permissionto lay a 1" Waterpipe across the road between Sections 36 and 34N Hd Mortlock. Prop Cr Blacker/ Sec Cr Woods} That permission be granted. Carried

Registrar Gen of Deeds advised the following Registration of Land Transfers Hall E O to Geue C G lot 41 Sec 3a Cummins Tunis J to Craige John Blks 79.80 Pts 75 & 77 of Sec 56 Hd Lincoln Kammerman E G to Chilman F & I L Secs 117/8.214.225/6.299.312.3w.314.462.466. Hd Lincoln Whillas C J (Dec) to Whillas C H & G J 86.161.166.176.255-259 Hd Lincoln Prop Cr Doudle /Sec Cr Richardson} That Clerk make the above alterations in the Assessment Book. Carried.

Deputation Re Sleaford Road Deputation from P.L.Corporation representing the Tourist Committee, Messrs A Hunt & W Whait requesting the Co-operation of the Council in applying for a grant of £500 to improve the road to Sleaford in the interest of the Tourist Traffic, and stating that a letter had been received from Tourist Bureau suggesting an application be made by the Council to Highways Dept for a grant. Apply for a Grant Prop Cr Woods/ Sec Cr Richardson} That Council Co-operate with the Corporation of P L in an application for a grant of £500 for the Sleaford Road. Carried Delegates Prop Cr Smith/ Sec Cr Richardson} That Cr W G Morgan and Cr H J Blacker be appointed Delegates to Annual Conference at Cowell. Carried.

Inspection Resolved that Council Inspection of the District be on 6th & 7th March - leaving Council Office at 8.45 am Via West M Road.

Report Overseers Report was read Prop Cr Woods/ Sec Cr Blacker }That Overseers Report as read be adopted. Carried. Re Transport of Workmen Re Transport of Workmen to and from work at weekends in accord with the Award -Prop Cr Doudle/ Sec Cr Woods} That workmen using their own vehicles be paid 6d per mile to work on Monday, & from work on Fridays as from 1st September 1945. Carried. Objection to this motion by Cr Smith Re Louth Hill Road Cr Richardson suggested that Louth Hill road which has been badly washed out, be closed for Traffic. This was held

over to allow of inspection by Council if possible.

Cr Richardson advised that the Corporation of P L is allowed 10 Petrol Tickets for month for Trailer Pump- and suggested that 8 tickets be supplied to F.F.Committee to enable them to supply 2/4 Gall drums Petrol for use by the Pump - one each for Lincoln Louth Ward.

Curator Coulta Cemetary Clerk reported Resignation of N Beames as Curator of Coulta Cemetary as he has left Coulta - Resignation accepted and Clerk was instructed to write to A E Lock and ask if he will accept the position of Curator.

Letter of Sympathy Cr Morgan referred to the recent death of Mr John Cronin, who served as the first Councillor for Mortlock Ward, and Prop that a letter of Symathy be sent to his family -Sec by Cr Blacker and carried.
