District Council of Lincoln Minutes of Meeting held on 21st February 1941 Present Crs WG Morgan (Chair) Jas Doudle, CK Ritchie, RF Richardson, GP Roe, also Clerk AH Taylor, & Overseer KS McFarlane. Minutes of previous meeting read & confirmed. Financial Statement presented showed a Cr Bal of £651. CorrespondencePatrolling- Highways Dept - "Report by Inspector Ayling as follows " - "Flinders Highway - Good work has been done by Patrol Grader, but more regular patrolling is necessary". Re Another Patrol Grader is required - Prop Cr Smith / Sec Cr Roe} That reply be sent stating that to do this another Patrol Grader is necessary & ask if Department can supply one or assist Council to purchase one. Carried. Coffin Bay Road Highways Dept- Copy of letter to Corporation with consent to them spending £50 on improvements to Coffin Bay Road. Roads OpeningSurveyor General re adjournment of the opening of Road through Sec 20 Hd Cummins & stating that any further proposal must be submitted with new Plan and further deposit fee. Thanks - Treasurer Greek Soldiers Appeal, conveying the thanks of Lady Muriel Barclay-Harvey for Councils donation to their Fund together with receipt for same. Director of Lands advising that approval had been given for HW Wheeler of Warramboo to occcupy 10 acres in SE corner of Section 55 Hd Shannon. Re War Loans & War Saving CertificatesC/W Treasurer and Organising Secy } wrote re urgency for increased War Loans and War Saving Certificates and requesting continuance of Council's cooperation. Re Military Information - Commandant 4th Military District Keswick re persons applying for information that may be of Military importance- and stating that no information should be supplied to unauthorised persons. Re Recruiting - Deputy Director of Recruiting - pointing out the necessity for further extensive recruiting and the type of recruits required. Donation - Secy Tubercular Soldiers Aid Socy re Annual Appeal & Sale of Tokens on March 7th. Prop Cr Smith/ Sec Cr Roe } That the Council donate the sum of £1.1.0 as previously. McDonald PA wrote requesting repairs be done on road adjoining their property Hd Wanilla - Overseer to inspect & report. Re Permission to Lease Road - Jericho FJ applied for Lease of portion of Mt Hope Road adjoining his property pt Sec 17 W Hd Cummins for cultivation purposes. Prop Cr Roe/Sec Cr Richardson } That application be made to Minister of Local Govt for permission to lease this road. Carried. Re Footpath & Roadway - Wemyss Mr IE Requested that Footpath be formed on South side of Tumby Bay Road and also that road to Neptune Oil Coy Depot also be formed. Prop Cr Roe/ Sec Cr Smith } That Overseer submit estimate of cost of approx 20 chains of footpath, but as the traffic does not warrant the expenditure necessary for the forming of the road, this to be left for the present. Carried. Hardie EG wrote explaining that the burning of stubble on his property on 4 Jany before the date allowed by the Bush Fires Act, was done by an employee during his absence in Cummins, without

Re Scrub Fire his authority, and through a misunderstanding as to the date. Prop Cr Roe/Sec Cr Smith } That a strong letter be written pointing out the seriousness of the offence, and the penalty that can be inflicted, and that Legal action will be taken if any further breach of the Act occurs. Carried. Notice- Also that Clerk insert a notice in Local Newspapers, stating that the provisions of the Bush Fires Act will be strictly enforced in future. Carried. Report- Fire Controller RR Wilson also reported on the fire at EG Harders at Karkoo on 29th Janry. Re Fire Byles Bros- Starke WH Fire Controller reported having taken Firefighting material to Byles Bros property in response to a call from them. Also account for 2 Galls petrol used in going to this fire. Prop Cr Roe/ Sec Cr Ritchie} That Clerk reply, Council is grateful for what Mr Starke had done, but no provision had been made for payment by the Council in such cases, and suggest that the account be sent to Byles Bros who gave the call for protection to their property- Ration tickets which are provided for to be sent to Mr Starke. Carried. Re Proposed Drain Warrow M Road- Fuss Albert protested against storm water being diverted from flowing into his property Section 17 SW Hd Cummins as suggested, to drain the road. Reply, matter held over. Cr Roe & Overseer reported on the result of the meeting of landholders interested in the draining of the water from the Main Warrow Road, and Mr Fuss' objection to the drain being constructed. Clerk was instructed to write for an opinion from Local Govt Association Solicitor as to Councils Authority in the matter. Lincoln - Whyalla Road - Re Proposed Deputation to urge bitumenising of road Lincoln to Whyalla at earliest date-

Re Deputation - Corporation replied - Stating they were in favor of same, and that the Mayor Mr RF Poole had been appointed as a delegate. Secy P.L Chamber of Commerce wrote Stating they were prepared to assist in any way and offered the services of Mr JE Crotty on the Deputation at no expense to the Council. Clerk to acknowledge & accept the offer of Mr Crotty as a member of Deputation. Secy Local Govt Association - Notice of Half Yearly meeting to be held on 14th March, also copy of Agenda of business to be discussed. Transfers- Department of Lands notified the following Transfers of property had been registered. Crown to AS Crawford - Grantham Island. _Lease. Section 429N Hd Louth altered to No 474. Moved Cr Roe/ Sec Cr Richardson } That Clerk be authorised to make the above alteration in the Assessment Book. Carried. Vermin Report - Vermin Inspector FA Parker submitted a report on his inspections of District. Rec'd. re Opening Road Hd Cummins- Prop Cr Roe/ Sec Cr Smith} That the minute passed at last meeting of Council adjourning the opening of Road through Section 20 Hd Cummins be rescinded, and that the opening of this road as advertised in Govt Gazette be rejected and a fresh application be made, including the transfer of old road. Carried. Reduced rent of certain Roads. - In reference to Deputation that waited on Council at last meeting requesting a reduction of Road rents in Hds Uley, Sleaford, & Flinders, Clerk submitted a list of same as instructed. Prop Cr Ritchie/ Sec Cr Richardson} That the rent of these roads be reduced to ½d per acre from 1st July 1941. Carried.

Overseers Report was read. Prop Cr Smith/ Sec Cr Roe} That overseers report as read be adopted. Carried. Re Cost of Blinding- Prop Cr Ritchie/Sec Cr Doudle} That the price for supplying & Blinding at Lake Hamilton be left to the Overseer to arrange with the Contractors. Carried. Cr Ritchie requested that a fortnights work by two men be done on road adjoining Block 4 Hd Uley. Granted. Cr Smith reported that excellent work had been done by the Patrol Grader in the Yeelanna District. Prop Cr Smith/ Sec Cr Ritchie} That Council write to Elliston Council in reference to combined action being taken to obtain a Special MR Grant for Edillilie - Kyancutta road, as the increasing traffic makes this necessary. Carried. Cr Smith requested that the following work be put in hand as soon as possible. 1 Mile of Grading on Road 42 near Kaldow. 1 Mile of regrading at Wilsons Hill near Yeelanna. 1 Mile of grubbing on road near Kaldow. Patches of gravel topping be done on Kapinnie Road between Yeelanna & Ningana. Granted. Also that Overseer prepare an estimate of cost of scooping sand off road between Freemans & Habners. Cr Roe requested that the following work be done :- 15-20 chains grubbing on road between Bryants & Mickans & also some grading. That some covering be done from Pillana Crossing to Marble View. About 25 chains of repairs on Main Road South of Cummins to Railway bridge. He also pointed out that now the roads generally in condition for fast travelling, the right angle corners
