Minutes of Meeting held May 21st 1915

Present all Councillor Jas OShanahan in Chair

Minutes of previous meeting read & confirmed

Financial Statement & account of outstanding Rates, read by the Chairman.

Letter From Secretary to Commissioner of Crown Lands re Government Grants. Stating that only 4 % of Same could not be taken by District Councils for supervision of Works.

Sanitary Depot. Letter from Messrs Joyner Shepherd & Phillips re Sanitary Depot

Moved by Cr Garrett That the Surveyor General be requested to take the necessary steps to have portion of Section 105 ( about 70 acres) in the Hd of Lincoln resumed for the purpose of a Sanitary depot; And that this Council is willing to pay such Compensation as fixed by Arbitration. & That the Surveyor General be asked to deal with the matter at earliest possible date 2nd Cr Hartley Carried

Letter from Crown Lands office stating that £ 8-12. 3 had been paid to the Councils Credit at the Bank of Australasia on account of Thos Dyke

Letters were received from the following Ratepayers asking for time to pay their rates A E Habner . JH. Vigar. W.B.Carr. J.T. Neate. H.H. Rice A Rankin. H.H. Voumard J.S. King. H.A. Jackson. G Merchant W.T. Fitzgerald. E Sullivan, & K W Slater.

Meeting held 21/5/15

Moved by Cr Hartley, That the following be the Successful tenderers. 52 WA Dorward. 53 W.A. Gregory 54. H Sampson. 55 H DuBois. 56. H.A.Jackson. 57. J.S.King. 58 J Thorpe. 59. FW Flavel . 60 G Owen 61 E Meers. 62. H Doudle. 63 A Wilkinson 64. GR Langford. 65 HT Walding. 66 E Simmons Jr & 67 JS King. Meeting adjourned till 9am Saturday morning.

Meeting held Saturday May 22nd 1915

Present All. Cr Jas OShanahan in the Chair

Councillor Garrett read a statement of Liabilities due to the Government by the District Council & amounts due by petitioners to the D. Council on the 31st Dec 1914 Also the report by Messrs Joyner Shepherd & Phillips. on the desision of the high Court on the disputed wire netting Loans & amount of charges connected therewith.

Moved by Cr Hartley. That notice be given the solicitor to discontinue all cases with the exception of JJ Spurr case. 2nd by Cr Puck. Carried

Resolved that the amount of costs on connection with the cases be paid. Meeting then Closed. J OShanahan Chairman Date 18.6.15

Meeting held 21/5/15 Continued Moved by Cr Garrett. That the letters as read be received. 2nd by Cr Hall. Carried Moved by Cr Hartley. That a notice be inserted in the Recorder stating that the Council lose 5/- in the £ on all unpaid rates after 30th June & request all persons to pay before that date. 2nd by Cr Hall. carried

J. Speeds Estate Moved by Cr Garrett. That the Clerk write the Executors of J Speeds Estate Asking if it was their intention to Adjust the Boundary of the said Estate. 2nd by Cr Hartley. Carried

Letter from J. H. Chapman re repairs done by him to the road adjoining his property. Also asking that the road between Whites Flat, & White River, be again opened for traffic, Overseer to attend to same.

Recruits A list of all recruits who had enlisted through this Office wass presented by the Clerk. Moved by Cr Hartley, That a record of all Recruits who had enlisted through this office be framed & kept in the District Council Hall 2nd by Cr Hall. Carried

Moved by Cr Garrett. That the Adelaide S. S. Company be requested to issue 1st class tickets in lieu of 2nd class as heretofore, to all recruits leaving from this port. And that a substantial reduction be given to all recruits coming home to say farewell prior to leaving for the front. 2nd by Cr Hartley. Carried.

Meeting held 21/5/15 Continued

Letter from Surveyor General re W L Argents wire netting application, stating that the Gov could not protect the Council against any loss in connection therewith.

Abandoned Properties. A List of Abandoned properties on which Wire netting had been supplied was presented by the Clerk. Moved by Cr Garrett, That the Overseer reports on the quantity & value of netting on the abandoned properties 2nd by Cr Hall. carried

Letter from Surveyor General re Total amounts due to Gov by the Council on the 31st Dec 1914

Letter from S. G re Wire Netting Applications being granted.

Letter from S. G re Interest, on overdue Instalments Stating that he could not remit the Interest.

Letter from S. G. re wire Netting Instalments Resolved That Clerk write the members of the District & explain the cases of Interest charged to the Council.

Cronin Net. Letter from Cronin Brothers, Stating that they would not take delivery of netting granted to them on account of the increased price since their application was made.

Letter from S. G. Stating that £144-19-11 had been paid to the Councils Credit at the Bank of Australasia Port mLincoln, on account of wire netting applications of T Sampson R. L. C Sinclair T B & MP Cronin & W Sims.

Dog Disks letter from Secretary to the Com of Crown Lands stating, That the Kelton Co had been the successful Tenderers for the supply of Dog Disks for the year 1915/16 Resolved that Clerk order the neccessary Disks for the District.

Letter from Capt Hardie re the Medical examination of Recruits.

Impounding Act Letter from the Sec Local Gov association re alterations of the Impounding Act & other matters Moved by Cr Garrett. That the Clerk procure The New D. C. Act with Index combined. Sec Cr Hartley. Carried

Moved by Cr Garrett, That the Two Town Councillors & Clerk look into the Impounding Act & any alterations they thought necessary to be sent on to the Local Gov Association. Sec by Cr Hall. Carried

Quotations for Wire Nett. Quotations for Wire Netting were received from Elder Smith Harris Scarfe & Co & G>R Wills & Co.
