Minutes of Meeting held Nov 19th 1915

Present Cr Jas OShanahan in the Chair Cr Hall, Hartley, Forbes, Morgan & Puckridge.

Minutes of previous meeting read & Confirmed.

Financial Statements were read by the Chairman.

The Chairman stated that he had waited on the Surveyor General in reference to the Wire Netting Instalments with the result. That the Council was to make every endeavour to collect back instalments. Correspondence Letter & account from P D Ryan for work done in Hd SHannon resolved that he be paid £2/10/- on a/c.

Letter from Franklin Harbour Dist Council asking this Council to co-operate with them in trying to have the Early Closing Act altered. Clerk to reply that this Council does not consider it a matter for them to deal with.

Letter from Mr T Smith re the road leading to his place in Hd Wanilla received. Hospital Road. Letter from the Hon J.G.Bice re payment for work done by the Council on the Hospital Road. Clerk stated that a/c had been sent on.

Dog Registration.. List of dogs registered at Lake Wangary, submitted to the Council.

Rd Blk 116 Hd Lincoln. Letter from Mr L McArthur stating he was willing to allow the Council to Survey a road through his property. Resolved that Clerk Procure further advice on the matter.

Wire Netting Adjustments. Adjustment of Wire Netting accounts between Lincoln & Tumby as arranged by Messrs Bratten & Jacobs. Submitted to the Council. Also letter from R Bratten re C Brown loan as per Gov book.

Moved by Cr Hall. That this Council accepts the adjustments submitted, as a final settlement of all account between the two Councils. 2nd by Cr OShanahan Carried. Sullivans Motor Accident. Letter from Messrs Joyner Shepherd & Phillips re Sullivan Motor Accident, Also letter of acknowledgement from I Halls as to amount of debt & offered to pay the Council £3 Three Pounds per month until the full amount had been paid off. Also all letters between Messrs Phillips & Turner on the matter produced & read. Resolved that the matter of disposing of the old Covers & Gate to be left to the Clerk.

Sand Drift. Letter from Mr R H Fenwick re sand drift adjoining his property. Also advice from Messrs Joyner, Shepherd & Phillips on the matter. Resolved that Mr Phillips procure advice from a K.C. as to weather the Council was liable for the sand drift.

Closed Rds. Plans submitted by Solicitors or Roads proposed to be closed. Motion. Moved by Cr Forbes That the Chairman & Clerk be authorised to sign the said plans to have the roads closed. 2nd by Cr Hartley. Carried

Letter from Military Dept re Camerions lost Steamer Ticket & authorised the Clerk to issue another order in leiu of the lost Ticket.

Letter from same Office re lost orders for fares & asked that they be given Copy of same. Clerk stated that the matter had been attended to.

Letter from Mr Ayling (Main Road Inspector. Stating that he would be in Lincoln on the 27th inst and asked for the Overseer to meet him.

Letter from SUrveyor Generals Dept re Main Road & Subsidy monies paid. received.

Accounts. General Funds £175.10.10 Main Road £106.16.6 & A/c A £124.12.6 Moved by Cr Morgan ) That the accounts as read 2nd by Cr Hall) be passed for payment. Carried

Jumped Blocks. Statement of arrears on same submitted & read by the Chairman

Moved by Cr Forbes. That an opinion be obtained as to the legality of these Blks being taken & If the Council could have same put back as ownerless lands.

Mr Drysdale waited on the Council re the deposit of night soil on his property.

Councillor Hall asked if the agreement had been completed re new Road at Pillana.

Cr Hartley Stated that the Committee appointed to fence Flinders Square had completed same & that there was a debit Balance of £5-0-9 on same & asked the Council to pay this amount. Resolved that the matter stand over. Cr Hartley also stated that Dr Goode had had an accident by over hanging trees on the road. Inquiries to be made.

Cr Frbes asked what steps had been taken to have the grass cleared off streets & Park Lands. Street Lamps. Cr Forbes moved. That all street Lamps with the exception of one near Dr Goode be dismantled till next April. 2nd by Cr Puckridge. Carried

Govt Property Rated Cr Morgan asked if the Council could rate Government Buildings in the District. Resolved that an opinion be obtained on the matter.

Overseers Report was then read. Resolved that all work mention be held over.
