District Council of Lincoln Minutes of Meeting held on 19th November 1943 Present Crs W G Morgan (Chair) H J Blacker, Jas Doudle, R F Richardson, G C Smith & P Woods also Clerk A H Taylor & Overseer K S McFarlane Minutes of previous meeting read & confirmed. Financial statement showed a Credit £1865.0.0

Correspondence District Roads Grant Highways Dept advised that the Allocation for District Roads for current year is £200 Highways Dept in reply to Councils letter of 30.9.43 advising that arrangements have ben made for this Council to improve the road to Uley Graphite Mine out of General account and on submitting Claims the expenditure will be reimbursed up to £400 - and that the Graphite Coy is prepared to assist the work by providing the services of their Plant . This work to be carried out under the Supervision of Councils Overseer when men and plant are made available.

P L Hospital ADvisory Committee Hospitals Dept advised that nominations are required for 2 persons to represent the Council on Pt L Hospital Advisory Committee in place of C K Ritchie and P S Sinclair who retire by effluxion of time on 31/12/43 and are elible for re election. Prop Cr Smith/ Sec Cr Blacker} That Messrs C K Ritchie and P S Sinclair be renominated for the position. Carried

Conference Mr E H Edmonds in reply to Councils enquirie, stated that is proposed to hold an E P Local Govt Assoc Conference in the New Year probably in March or April and that Mr

R Fleming of Streaky Bay had agreed to Act as Secretary Pro Term and he would notify Council accordingly, date & place of the meeting of the Conference. Recd.

Gen Manager of Savings Bank of S.A wrote recording the appreciation of the Trustees and himself for the kindly manner in which their recent Visit to Eyre Peninsula was received.

Lease Road W G Watherston requested permission to erect 2 gates on road adjoining Sections 330, 331 & 332 recently acquired by him as he is unable to obtain fencing material to fence off the road. Prop Cr Richardson/ Sec Cr Blacker }That the road be leased to W G Watherstone under Section 375 of Loc Govt Act which will allow him to erect the 2 gates as applied for under the Supervision of Council's Overseer. Carried.

The road from Brinpton Lake School Joseph Rodgers requested that about 2 miles of road - West from Brimpton Lake School (which is very bad in wet weather) be graded. No Labour is available at present time but the road is to be inspected by the Overseer and report, with a view of something being done later on.

Post War Public Works- Minister of Local Govt with form to be completed by Council in connexion with any proposed Post War Urgent Public Works over £5000.

Statement of Balance Sheet Balance Sheet and Statement of Receipts & Expenditure of Council for year ending 30.6.43 duly audited by Council Auditor N.V Jacobs were tabled & read. Prop Cr Morgan/ Sec Cr Smith} That the Statement & Balance Sheet as read and certified correct by the Auditor be adopted. Carried.

Notice of Motion Cr G C Smith gave 'Notice of motion' to move at the next meeting of theCouncil "That the Council headquarters be moved from Port Lincoln to Cummins at a time to be agreed upon" Transfers of Land Lands Dept advised the following Transfers of Land had been registered. Crown to Sinclair RBS Sec 494 Hd Lincoln Beswick C to Beswick R J to Tyler J W Sec A Hd Lincoln Barraud F C to Howard D D Sec 84 Hd Wanilla & Secs 469 & 474 Hd Louth Winnall H H to Nelligan J T Sec 13 Hd Mortlock Prop Cr Doudle/ Sec Cr Richardson} That the Clerk enter the above alterations in the Assessment Book. Carried

Burning Grass Notice- S A RAilways Dept gave notice of their intention to burn grass upon Railway Land from 22.11.43 to 27.11.43 . Rcd Salvage Commission C/W Salvage Commission wrote re Salvage Plan to be brought into operation throughou Australia. Clerk was instructed to reply. That it has been found in this District in connexion with collections of Rubber & Aluminium that the school children under Schools Patriotic Fund have done such a good job that it is considered advisable for them to continue the collections of all Scrap as they are doing better than the Council will be able to do under present labour shortage and other conditions.

Report Overseers Report was read and adopted on the motion of Cr Smith/ Sec by Cr Richardson.

Cr Blacker reported that A A Haines bad been released from the Army and was purchasing a truck and expected to soon be available for delivering gravel & Crushed rock. Overseer to arrange price per cyd mile for delivering same. 2/9 first mile & 7d each additional mile or similar arrangement.
