District Council of Lincoln 17 Oct 1947 Minutes of meeting held on 17th October 1947 Present Crs WG Morgan, (Chair) ST Baillie, Jas Doudle, KW Ford HJ Freeman, AC Trestrail & P Woods. also Clerk AH Taylor & Overseer RW Doudle. Minutes of previous meeting read & confirmed Financial statement presented showed a credit of £2858.13.5

Correspondence -- Re Building Act Cummins-Highways Dept stating that Councils petition for the provisions of the Building Act to apply to the Town of Cummins is receiving attention . recd

Re 2 Councillors for Louth Ward Director of Local Govt drawing attention to a petition by 65 Owners & Occupiers of Land published in Govt Gazette of 4th Sept '47 praying that the number of Councillors for Louth Ward be increased from 1 to 2. recd

Main Road Grants- Highways Dept advising that Main Road grants for current year are allocated from Federal Aid Road Fund and the amount being £7000 Road No 9, £2000 No 42 - £4200 No 44 - £500 No 323 - £200, other roads £100 and to be charged to Fed Aid Fund - Main Roads. Unspent grants for last year to be shown as such or as Fed Aid Fund - District Roads accordingly. Clerk reported that the £2000 for Road 9 has now been spent and that he had advised Highways and asked for a further allocation for this road or instructions.

Re Work on Wanilla and Also Mt Hope Road District Engineer for Highways (Mr Cockburn) wrote re grant for making road along the boundary of Hds of Wanilla & Mortlock recently inspected by him. Advice of grant would be sent shortly. He also wrote stating that an estimate should be prepared by Overseer and application made for the necessary grant for repairs to Lincoln - Wanilla Road and also Tumby Bay - Mt Hope road which are not yet put on Main Road schedule.

17 Oct 1947 Re Grant for Coffin Bay Rd He also wrote stating the Commr will make available another £500 Fed Aid District Road Grant for Coffin Bay Road - £200 to the point of deviation and £300 beyond the point of deviation and request that this be completed while the plant is there.

Impounding Act -Amendment Act Highways Dept - advised that an amendment to the Impounding Act has been passed by Parliament and copies of same will shortly be available.

Re Resumption of Douglas Well Reserve Director of Lands drew attention to proclamation in Govt Gazette 14.8.47 of the resumption by Govt, of Water Reserve (Douglas Well) adjoining Sec 41 Hd Mitchell.

Nominations for PL Hospital Advisory Committee Secy Hospitals Dept advising that Messrs PS Sinclair & P Woods retire from PL Hospital Advisory Committee by effluxion of time on 31.12.47 and requesting nominations by Council of 2 persons for the position for 1948. Prop Cr Doudle/ Sec Cr Ford} That Messrs PS Sinclair & P Woods be again nominated as the Councils representatives on the Committee. carried

Camp Site-Director of Lands advised that camp site at Kellidie Bay had been leased to Mr PJ Baillie Box 62 Whyalla adjoining Sec 278 from 1.10.47.

Water Pipe Across Main Road K Blacker requested permission to lay a ¾" water pipe across the Main Road to his Section Pt Sec 2E (North) Hd Cummins. Prop Cr Trestrail/ Sec Cr Ford} That permission be granted under the usual conditions and to satisfaction of Overseer. carried Umlaufs again wrote in reference to road in front of their premises recd Re Burning Noxious Weeds Secy P.L Agricult Bureau Branch advising that information obtained from Mr Orchard in reference to burning Noxious Weeds - was that Generally burning same is not economical.

Land for Road Accepted Blocks 9 and 7 of Sec 3a Cummins Estate. Crown Solicitor - with Plans and Memorandum of Transfer of land for road purposes to the Council from the Minister of Education and also from Elder Smith & Co Ltd from Pts Blocks 7 and 9 of Sec 3a Cummins for Councils seal & signature and minute of acceptance of the said land. Proposed by Cr Trestrail/ Sec Cr Baillie} That this Council accepts from the Minister of Agriculture a strip of land 61 links wide along the western boundary of Block 7 of Cummins Estate, as shown as red on Plan deposited with the Surveyor General, for road purposes. Also that this Council accepts from Elder Smith & Co a strip of land 61 links wide along the northern boundary of Block 9 of Cummins Estate as shown on plan deposited with the Surveyor General for road purposes Transfers, Memorandums, duly signed & seal attached. carried

Bad Road Overhanging Hedge- EH Parker re state of foot path in front of his property which is too narrow. Also re hedge overhanging the footpath - also in reference to garbage rate. Overseer to inspect footpath and overhanging hedges and to have the hedge cut back. Clerk to advise that garbage rate and street lighting is covered by the differential rate of ½d in £.

Donation- Minda Home Inc application for usual donation Prop Cr Woods/ Sec Cr Baillie} That the usual donation of £2.2.0 be granted. carried

Annual Statement & Balance Sheet The Statement of Receipts and Expenditure also balance sheet of the D/C of Lincoln duly Audited was laid on the table and read. Prop Cr Doudle/ Sec Cr Woods} That the statement and balance sheet as presented be adopted. carried

Report-Overseers report was read. Prop Cr Doudle/ Sec Cr Baillie} That Overseers report as read be adopted. carried

Justice of the Peace Prop Cr Woods /Sec Cr Ford} That a recommendation be made by Councillors for Cr William G Morgan to be appointed a Justice of the Peace. carried

Re Major Patrol Grader Ordered Clerk reported that Mr Swann of Power Plant Ltd had phoned him that they were expecting to receive a consignment of Malcolm Moon Major Patrol very shortly and that one would be available for this Council at an increased price to £1615 and he was writing to that effect. Prop Cr Woods/ Sec Cr Freeman} That Power Plant be advised that Council will take delivery of a Major Patrol as soon as it is available. carried

Requests Cr Freeman requested that bad patches on Yeelanna - Kapinnie Road be repaired as soon as possible. granted Application for Road to MR Schedule Prop Cr Freeman/ Sec Cr Trestrail} That further application be made to Highways for the following road to be placed on Main Road Schedule - From NE corner of Sec 2 Hd Shannon westerly to Yeelanna, thence westerly along the south boundary of Secs 5B and 13 Hd Shannon, & Secs 11 to 14 then south between 8 & 77 to Kapinnie. Cr Trestrail requested that repairs be made to Main Road near Wildeloo as soon as possible - This was left to Overseer to arrange.

Requests & Report Cr Ford requested that repairs be authorised on Road Pillana to Dahlitzs. Also work by Modra on Main Road. granted Also a bad patch on Edillilie - Warrow road.Overseer doing this now. Cr Ford reported on Fire Fighting Plant and demonstration at Cummins & that Mr Meaney was disappointed with the state of the plant. Also that he had arranged for temporary housing of same with Mr Campbell. It was left to Cr Ford to arrange about the looking after the trailer pump.

Application for Special Grant Prop Cr Trestrail/ Sec Cr Freeman} That application be made to Highways for a special grant for the necessary repairs to the following Road, Viz Cummins to Haymans Corner, Edillilie to Main No 9 Cummins. Warrow and Edillilie - Warrow following an estimate of cost by the Overseer.

Also Sec Grant for Bus Routes-Prop Cr Trestrail/ Sec Cr Freeman} That an application be made for a special grant for repairs to Area School Bus Routes. carried

Survey for Cummins Drainage-Cr Ford reported that Mr Burt Govt Surveyor had been in Cummins making surveys in connexion with the draining of Cummins and adjacent lands as requested by the recent deputation to the Minister of Local Govt
