District Council of Lincoln Minutes of Meeting held on 18th October 1940 Present Crs WG Morgan (Chair), Jas Doudle, CK Ritchie, GP Roe, & GC Smith, also Clerk AH Taylor, & Overseer KS McFarlane. Apology received from Cr Richardson for non attendance. Minutes of Previous meeting read & confirmed. Finance - Financial Statement presented showed an overdraft of £1036. CorrespondenceSpecial Grant £2000 Fed.-Highways Dept advised that the Commissioner has approved of a Special Grant of £2000 being allotted for Flinders Highway No 9 from Federal Aid Fund. Rec'd Federal Grant £3000 - Highways also advised that the Commissioner had approved of a Special Grant of £3000 under Fed Aid Roads Amended Agreement for Flinders Highway No 9 to be expended subject to directions to be given later. N.S. Area Grant £700 - Highways Dept also advised that his Excellency the Governor had approved of an allotment of £700 to this Council for district roads outside of Townships in Hds of Mortlock, Cummins, Shannon, Mitchell, & Wanilla. Re Leasing Road - Director of Local Govt in reply to Councils application for permission to lease for Cultivation - portion of road adjoining Sec 34 Hd Shannon, would receive consideration after an inspection has been made by an Officer of the Department. Air Raid Fund Donation - Secry to Lord Mayor of Adelaide in reference to Air Raid Victims Fund. Prop Cr Smith/Sec Cr Roe} That Council donate £25 to the Lord Mayor's Fund in Aid of Air Raid Victims. Carried.

Re DP O'Connell Income Tax- Commr of Taxes debiting Council with the sum of £11 due by DP O'Connell, late employee, owing to Tax Stamps not having been issued to O'Connell. Prop Cr Ritchie/ Sec Cr Roe } that the account be paid with an explanation giving the reason why Tax Stamps were not issued and O'Connell be requested to refund the amount to Council. Carried. Local Govt Assoc Annual Meeting - Secy Local Govt Association submitted a report of the Annual Meeting of the Association held at Town Hall Adelaide on 13th September 1940 with minutes of same. Received. Re Application for Crossing Hd CumminsTrustees Estate ED Mickan requested Council to take the necessary steps to obtain a Public Crossing over the Railway Line opposite the entrance gates to Section 21 Hd Cummins. This was left to Cr Roe and Overseer to inspect and report. RW Paynter re Transfer of Land and agreement for exchange of Roads between KM Richardson and the Council at Little Swamp to be signed and completed. Copies of Plan of Cummins Town. Also Plan of Cummins returned with the boundary of the Town defined and advised that copies may be obtained @ 7/6 each, unmounted. - Clerk instructed to obtain 2 copies. Re Weighbridge at Cummins- Cummins Milling Coy requesting permission to erect a Public Weighbridge on the road opposite the Flour Mill on Bruce Terrace Cummins. Prop Cr Roe/Sec Cr Ritchie } That permission be granted subject to an inspection of the site by Cr Roe & the Overseer, and that all conditions and regulations required by the Warden of Standards are carried out, usual fees to be paid to the Council and an Insurance Indemnity policy be taken out by the Milling Coy in the joint names of the Coy and this Council, protecting the Council from any claims. Carried.

Vermin Inspection Report - Vermin Inspector FA Parker submitted a report on the state of Vermin on properties visited by him and recommended that action should be taken against Messrs AJ Lyons Sec 21 Hd Mortlock, FL Hams Sec 26 Hd Mortlock, and Mrs EO Newman Sec 50 & 51 Hd Wanilla who have not destroyed vermin. Re Prosecutions - Moved by Cr Ritchie/ Sec Cr Smith } That before taking action the Clerk write to the persons mentioned above, advising them of the Inspectors report, and stating that if the requirements of the Act are not carried out forthwith, action will be taken. Transfers of Land. Browne Margaret to Baillie Gladys M Pt Sec 189 Hd Louth Alteration - Sec 2C Hd Uley altered to No 16 Block D Hd Lake Wangary to No 292. Block E Hd Lake Wangary to No 293. Prop Cr Roe/Sec Cr Doudle } That Clerk be authorised to make the above alterations in the Assessment Book. Carried. Overseers Report for the moth was read. Prop Cr Smith/ Sec Cr Roe} That Overseers report as read be adopted. Carried. Cr Ritchie reported several bad places on the road along the Railway Line near Wanilla and that several holes needed filling. Overseer was instructed to attend to this. Accounts.
