Upon the strength of this I
telegraphed you to make all
arrangements necessary, and
this I hope you will do in the
most satisfactory way with
the view that, nothing shall be
left undone to carry out this
object:- In making your
arrangements with the fishermen
make them in writing and see
that the men are reliable and
will carry out their agreements,
as to proper nets meshes etc.;

You will also have to take the
most guarded means for con-
Structing your pens so that
there will be no possibility
of the Salmon Escaping from
it after they are put in:- and
that the men you Engage to watch
the pen, shall be the most [reliable?]
and trustworthy, in order that,
there may be no chance whatever
for the Club or anyone else
to make any just complaint,
and by all means don’t allow
the watchmen to be away from
their duty at any [time?] as I fear
there will be some [?] [?]
to take advantage [of?] any absence

I think if we can make a
grand success of the work in
catching, and keeping our
parent salmon, and filling
the hatchery the coming season,
some good will come to you,
and myself in connection
with it:- I believe the Minister
is going to take quiet [rounds?]
during the next season to see
all the Establishments himself
so that he can fully report upon
their fitness and efficiency.

You will therefore see to the
importance of your carrying
out my instructions in this letter,
and whilst you are Expected
to carry out the work fully, you
will not be [stated?] in the [expenditure?]
but it must nevertheless show
Economy in the proceedings:-
You will therefore not lose a
moment in perfecting your
[plans?] for securing a full supply
of salmon – and let me know
of your progress as you go on.
