with hook and line; which would
cover fly fishing, bait fishing,
and troll fishing only.

With regard to the adoption
of a Regulation prohibiting the catching
of spec Trout under 10 inches in length
I may say, it woud prove wholly
[?], and could not be carried
out by any [process?] of prevention
your Departmenbt could institute.
Being thoroughly intimate with
the catching of this class of fish,
I feel safe in stating that it
would almost prohibit the taking
of Spec Trout in Ontario, as fully
[time?] ten of these fish [?]

may say that, the most desirable
trout for anglers to catch; and
the most delicious, and otherwise
best adapted for table use, would
be fish of the 10 inch standard,
and perhasp under: In order
to give you ocular demonstration
on this subject I have hurriedly
made a [pen & ink?] drawing of
a Spec-Trout of 10 inches in length.
From which it must appear
with all anglers, and others practical
acquainted with the Spec-Trout
that, this average would fully
gratify the sportsman, and they
would be most acceptable as
the greatest delicacy for the table.

Only prevent netting,
trapping, and dynamiting the
Spec-Trout in our waters, and
the above average standard would
soon be reached, and the boon
would be acknowledged, and
accepted by all classes of the
community. -- the only persons
affected by it would be the poacher,
the lazy indolent netter, and trapper
and the self styled, and avaricious
