in the interests of the City in giving those instructions
also desire the City Commissioners to be as lenient as
possible in the enforcement of the By Law and not
rigidly enforce the same unless in cases of damage to
the Citizens or serious inconvenience to traffic - those using
streets to give Bonds indemnifying the City against loss
by damage or accident - yeas 16, Nays 4.

Ald. Thompson brought up the petition of Edward
Danson Re frontage - Referred to the Committee on Streets

Ald. Harty from the Committee on Finance and accounts brought up a Report (Number 405 Book E) which was read and adopted

The Chairman from the Committee on City Property brought up a Report (number 406 Book E) which was read

On motion of Ald. Wilson seconded by Ald. Dunn

Ordered, That the report of the Committee on City Property be received as to the yearly estimate and as to the other items be received and adopted.

The Chairman from the Committee on the Market brought up a Report - Re Estimates for year which was read and received.

The Council went into Committee of the Whole on the second reading of the By Law to encourage the planting of trees in the streets of the City of Kingston

The Council resumed

The Committee rose, and the Chairman reported the Second reading of the By Law clause by clause as amended -
The Report was received -

The 30th Rule was suspended and the By Law
was read a third time and passed

Ald. Thompson introduced a By Law to make provision
for the watering of the streets within Certain areas in the City
of Kingston and to define these areas for the year 1886, which was
read a first time.

The 30th Rule was suspended and the Council went
into Comittee of the whole on the second reading

Ald. McKay in the Chair

The Council Resumed

The Committee rose and the Chairman repeated the second
reading of the By Law clause by clause - The Report was
received - The 30th Rule was again suspended

The By Law was read a third time and passed

Ald. Clements, Gardener, Gildersleeve, Hiscock, Hobart, O'Brien
Shannon & J. Wilson having left theCouncil Chamber there
being no quorum
