An application from Charles Booth for the office
of City Engineer was read, the other applications for the office
were also read

Ald. Gildersleeve introduced a By Law to appoint a
City Engneer and Surveyor, which was read a first time

The 30th Rule was suspended as regards the readings
of this By Law and the Council went into Committee of the
whole on the second reading

Ald. Snowden in the Chair

The Council resumed

The Committee rose and the Chairman repeated the second
reading of the By Law clause by clause in Committee as amended.
The Report was received and the By Law was read a
third time and passed

On motion of Ald. Gildersleeve seconded by Ald. Wilmot

Ordered, That until further provided by this
Council Aldermen Redden, McIntyre, Harty, Wilmot
Thompson, Shannon and Gildersleeve be a Committee to Act
on behalf of the Corporation of the City in regard to all
matters connected with the Water Works of the City

On motion of Ald. Thompson seconded by Ald. Wilson

Ordered, That the Mayor and Finance Committee
be authorised to borrow $120,000. pending the receipt of
the proceeds of the sale of the Water Works Debentures

On motion of Ald. Gildersleeve seconded by Ald. Harty

Ordered, That the City Solicitor is hereby authorised and
instructed to give to the Kingston Electric Light Company (limited) one
years notice that the City elects to purchase the Electric lights and
plant for lighting the streets as provided in the agreement between
said Company and the Corporation of the City of Kingston - and that
the said Solicitor be also authorised and instructed to draft and the
Mayor be authorised to execute an agreement with said Company to
purchase forthwith all the plant of said Company both for public
and private use and now owned and purchasd for electric lighting
in this City except the steam boiler - and that the value of said plant
and all other matters under said agreement be determined by three
Arbitrators, one to be chosen by each of the parties and the third by
the two so chosen and that said Arbitrators make their award
on or before the twenty second day of [strikeout]December[/strikeout] September next
and that the Arbitrator on behalf of the City be chosen by the
Committee on Finance and accounts
