The Chairman from the committee on Licenses brought up a
report (Number 489 Book F) which was read and adopted.
On motion of Alderman Thompson seconded by Alderman Harty,

Ordered, that His Worship the Mayor declare and proclaim
the 17th day of November as a day of Thanksgiving and that
the same be proclaimed as a public holiday.
On motion the Council adjournded.

A Special Meeting of the Council of the Corporation of the City of Kingston was held this day. Present:

His Worship the Mayor
Aldermen:
Downing, Gildersleeve, Harty, Hiscock, Hobart, Swift, McIntyre, Phelan, Rees, Shannon, Smith, Snowden, Thompson, Wilmot

The Mayor stated the meeting was called on requisition to pass a By Law for local Improvements Drain on Gordon Street also a By Law empowering the Council to employ day labour of desired in work under local improvement By Laws.
Ald Thompson introduced a By Law respecting local improvement works and services - which were read a first Time.
The 30th Rule was suspended and the Council went into Committee of the Whole on the second reading.

The Council resumed.
The Committee rose and the Chairman reported the second reading of the By Law in Committee. The Report was received.
The 30th Rule was again suspended and the By Law was read a third time and passed.

Ald Thompson brought up the petition of R.C. Sparks and six others asking for the construction of a sewer on Gordon Street under local improvement Act.
Ald Thompson also presented the Report of the Mr O Bolger Esquire City Engineer in reference to the petition of Property Owners on Gordon Street asking for the construction of a drain on said street.
Ald Thompson introduced a By Law to authorise the construction of a common sewer on Gordon Street from a point opposite D.R.E. Spark's lot being 446 feet south of Union street.
