On Motion of Ald: Wilmot seconded by Ald: Wilson

Ordered, That the cheques of the parties who tendered
for lumber, hardware, smith work and carting be returned to
them.

The Chairman from the Committee On Fire, Water and Gas
brought up a Report (Number 510 Book F) which was read
and adopted.

The Chairman from the Special Committee on Water
Works brought up a Report (Number 511. Book F) which
was read and adopted.

On motion of Ald: McIntyre seconded by Ald: Adams

Ordered, That the petition of John Scott and others in
reference to the construction of a drain on Division street be
referred to the Committee on Streets and Improvements to report.

On Motion of Ald. Shannon seconded by Ald. Gildersleeve

Ordered "That whereas in the year 1798. the Crown set
apart five hundred thousand acres of wild land for the
endowment of several institutions of higher education in this
Province, of which one was to have been a grammar school at the
City of Kingston; and whereas this endowment has never been
applied to the use for which it was intended, so far as the City of
Kingston is concerned, but has been employed for general public
purposes; therefore in the opinion of this Council justice demands
that the government of Ontario should fulfill the trust imposed
upon it by the gift of the land in question; that to this end it is
the duty of the government either to establish at Kingston a
school of the character of Upper Canada College with an endowment
equivalent in value to the land hither to diverted to other purposes;
or to establish here a school of practical science such as has been
already suggested to the government on the resolutions passed
last year by a large number of Municipalities in Eastern
Ontario: who that a copy of this resolution be forwarded to
the government of Ontario through our representative on the
local legislative

Ald: Gildersleeve introduced A By Law respecting water
rates or rents in arrear and to provide for the collection of the
same by distress or default of payment after demand _ which
was read a first time

The 30th Rule of Council was suspended and the Council
went into Committee of the Whole on the second reading

The Committee rose and the Chairman reported the second
reading of the By Law clause by clause _ the Report was
received:

The By Law was read a third time and passed

Ald: Gildersleeve introduced a By Law to raise by way
of loan upon the credit of the Debentures of the Municipality of the
City of Kingston for the purposes hereinafter mentioned the sum
of $140.000 _ which was read a first time
