Ald: Gaskin moves seconded by Ald: Swift
That the salary of Mr Ireland, City Treasurer be
increased to thirteen hundred dollars and that the $100
increase be taken off incidentals _ which being put was
carried and the report was received as amended.

Ald: Harty introduced A By Law to levy a rate of
sixteen Mills in the dollars upon the assessed value of the
rateable property in the Municipality of the City of Kingston
for all the purposes of the Municipality for the year of our
Lord 1888 and for other purposes _ which was read a
first time

The 30th Rule was suspended and the Council
went into Committee of the whole on the second reading

The Council resumed
The Committee rose and the Chairman reported the
second reading of the By Law clause by clause _ The Report
was received.
The By Law was read a third time and passed

On Motion of Ald: Gildersleeve seconded by Ald: Gaskin
Ordered, that the regular meetings of this Council
stand adjourned until Monday September third ensuing

That in the meantime the Mayor have power to pay
ordinary running accounts when duly certified and
Salaries as per Budget.

That the Committee on Markets have power
to open tenders and complete lease for Market tolls

That the committee on Water Works have power
to receive tenders and Complete Contract for foundation
for Iron Towers and pumping Engine

That the Committee on Fire, Water and Gas have
power to make Contracts for lights within the appropriation
in the Budget

That the Committee on City Property have power to lease Ontario Hall and make contracts for repairs to City Buildings and

That the Committee on Printing have power to
accept and give contracts for the City Printing

On Motion of Ald: Harty seconded by Ald: Gaskin
Ordered, that the Budget as passed for 1888
be printed with the Auditors Report.

A Communication from D. J. Walker Esquire
County Clerk was read stating a Committee was
appointed to confer with a Committee of the City Council
and the owners of [?] stock Road Companies respecting
removal of Toll Gates on the several Roads.

Also another Communications Re adjusting expenses
of Prisioners and Lunatics
