Ald: Gaskin moves seconded by Ald: Dunlop
that in as much as this By Law now under consideration
namely the granting of a Bonus to the Kingston, Smith Falls and
Ottawa Railway Coy. is not explicit in its terms, and one sided
in its conditions. We recommend that it be sent back to the
Railwaty committee for reconsideration for the following reasons

1st Because we consider that this Corporation should not grant
any bonuses to a Railway Company that does not propose to run
directly into the City on its own line of Railway

2nd Because we have nothing stated in this By Law as to how
long or short it might be, Smith Falls is mentioned as one end,
but nothing is said as to where it will connect with the Grand
Trunk or the Kingston and Pembroke Ry. that is whether it will
connect with above Railways or either of them, one mile or
twenty miles outside of the City of Kingston

3rd. Because for all we know this proposed branch Railway may
be used to divert trade from the City instead of bringing trade to
it

4th. Because it would be nothing short of folly for this City to
grant any bonus to any Railroad until surveys are made and
profiles are submitted showing exactly where and how this
Road is to run into the City and the Railway Company to be in a
condition to give reasonable guarantee that the Road would be
constructed

5th Because from the reading of clause (a) in the minted
By Law now submitted we find it stated that the Corporation of
the City of Kingston, if they pass it are expected to pay down the sum
of three thousand dollars in interst coupons to pay for preliminary
expenses which shows that there cannot be much financial standing
to this said Kingston Smith Falls and Ontario Railway

6th Because there is so far as can be seen by the document before
us, there is no provision made for where the headquarters of this
Railway is to be, its offices and workshops and all the necessary
appendages to a Railway which if not to be in Kingston, the
By Law ought not to be entertained

7th. Because so far as appears there is no provission made by
this By Law to provide for the rates to be charged for coarse
freights coming from the Country at the various points where
the Railway is to touch _ which being put was lost [Underlined] and the
original Motion was carried [Underlined]

The Council went into Committee of the whole on said
By Law

The Committee rose and the Chairman reported the second
reading of the By Law clause by clause in Committee as
amended _ The Report was received

The Committee of the whole on the By Law to aid and
assist the Napanee, Tamworth and Quebec Railway Company by
granting a Bonus thereto of Seventy five thousand dollars for
