Ald: Fenwick from the Committee on Finance and
accounts brought up a Report (Number 597 Book F) which
was read and adopted.

The Chairman from the Committee on Streets and
Improvements brought up a Report (Number 598 Book F)
which was read and adopted.

On Motion of Ald: Rees seconded by Ald: Polson
Ordered, That the City Clerk request Ex-Mayor
John Carson to attend the next meeting of the Council to be
presented with his Portrait

On Motion of Ald: Gaskin seconded by Ald: McLeod
Ordered, That the following be a committee viz:
Aldermen Muckleston, Fenwick, Polson, McLeod, Shannon
to have the City books examined for the purpose of ascertaining
if Ald: WM. Robinson had ever received any of the Citys money
without an order in Council and that the mover and Ald
Robinson be notified to attend and that the chairman
of the Committee be requested to call the Committee together
this week to examine into the charge.

Ald: Gildersleeve introduced a By Law respecting the
percentage on taxes and local improvement assessments and to
impose and limit the same which was read a first time

The 30th Rule of Council was suspended and the
Council went into Committee of the whole on the second
reading

Ald: Fenwick in the chair
The Council resumed
The Committee rose, and the chairman reported the second
reading of the By Law clause by clause in committee _ The
Report was received

The By Law was read a third time and passed and
was signed by the Mayor

On Motion of Ald: McIntyre seconded by Ald: McLeod

Ordered, That the Provisional Directors of the Kingston
Smith Falls and Ottawa Railway be requested to submit to
this Council at its next meeting a detailed statement of the
preliminary operations of the company and detailed account
to date of the expenses in connection with the same

On Motion the Council adjourned
