On Motion of Ald: Adams seconded by Ald: C. Robinson
Ordered, that the Committee on Streets and the City Engineer
prepare a plan and estimate of cost of finishing the North Street
drain from it's termination on Albert Street to Victoria Street
as the work is a pressing want and submit same at the next regular
meeting.
Ald: Gaskin Chairman on Streets submitted four
reports of the City Engineer Re local improvement sewers in
John Street, Division Street, Charles Street and Montreal Street which
were read and received
On Motion the Council adjourned

A Special Meeting of the Council of the Corporation of the City
of Kingston was held this day Present
His Worship the Mayor
Aldermen
Adams, Carson, Cruggan, Drennan, Fenwick
Gaskin, Gildersleeve, Hiscock, Minnes, Muckleston
McCammon, McIntyre, W. Robinson, Shannon
Swift, Wilson
The Mayor stated he called the Meeting to take up
general buisness
Ald: McIntyre introduced the petition of John
Abbott and 19 others praying that clause 15 of the Milk
By Law to be submitted to the Council be struck out_
left over for the present
Ald: Muckleston introduced a By Law to authorise
His Worhip the Mayor and the City Treasurer to borrow a
sum not exceeding $95.000 in anticipation of the Taxes for 1889
which was read a first time.
The 30th Rule was suspended and the Council went
into Committee of the whole on the second reading
Ald: McCammon in the Chair
the Council resumed
The Committee rose, and the Chairman reported the second reading
of the By Law clause by clause _ The Report was received
The By Law was read a third time and passed.
The By Law was then signed by the Mayor and sealed with
the seal of the Corporation
The Council went into Committee of the whole on the
second
