A Meeting of the Council of the Corporation of the City of Kingston
was held this day Present
His Worship the Mayor
Aldermen
Adams, Carson, Cruggan, Fenwick, Gaskin, Gildersleeve
Harty, Hiscock, Minnes, Muckleston, McCammon, McIntyre
McLeod, Rees, C. Robinson, W. Robinson, Shannon, Swift
Wilson

The Clerk read the Minutes of the last Meeting.
Communications were read as follows: _

From William Dandy complaining of the bad condition of the
step at the foot of Queen Street and claiming remuneration for destruction
of paint on vessel _
Referred to the Committee on Wharves.

From Lt: Col. Cotten requesting that portion of Ontario Street opposite the
Barracks and [Strike Through] [Strike Through] the Barrack square be watered free of expense
On Motion of Ald: Gaskin seconded by Ald: Cruggan
Ordered, that as soon as it can be done the watering cart be
allowed to lay the dust inside the Tete de Pont Barracks daily free of charge.

From George Thompson Re Taxes collected to date _ Referred to the
Finance Committee.

Ordered that the City Treasurer be asked to report the dates of
the returns received from the Collectors of Taxes for several years past.

From Joseph E. Clark Secy & Treasurer enclosing statement of
Preliminary expenses in Connection with the Kingston, Smith Falls
and Ottawa Railway Company to date _ Referred to the Committee on
Finance

Ald: McCammon brought up the petiton of W.I Chapman and six others asking to have a sewer constructed
on Main Street. Referred to the Committee on Streets

Ald Muckleston brought up the petition of Joseph Carrinton Re: Assessment of property.

Ald: Muckleston moves seconded by Ald: Gaskin
that the petition of Joseph Carrington respecting
taxes be received and that the City Solicitor be requested
to prepare a By Law in accordance with Mr Carrington's request

In Amendment
Ald: Fenwick moves seconded by Ald: Adams

That before any further exemptions to existing Manufacturers or others be granted that a vote of those qualified
to vote be taken, and that the City Solicitor be requested to prepare
the necessary papers so that an expression of the wish and desire
of the rate payers can be given to this Council _ which being put was
lost _ Yeas 4 Nays 16. _ the original Motion being put was
[underline]Carried [/Underline] _ the Yeas and Nays taken on the Amendment are as
