bottom in the printed report _ Your Committee would
also urgently recommend the immediate passing of a
By Law granting to the City Engineer absolute Control
over the Management of streets and the expenditure thereon
the engaging and dismissal of Men working under him
in the service of the City thus securing the best available
men
