to estimate the cost of the Construction of Branch drains
and if his estimate is adopted it shall be the Councils
estimate

Clause 3. To appoint the City Engineer as the officers
who shall determine what real property other than the
property fronting on work is benefitted thereby in the case
of opening streets

Clause 4. The City Engineer to be the officer to ascertain
the cost of putting in private drains

5. The Engineer to be the officer to determine what
properties along a local improvement work is fit
for building purposes and shall report on the equitable
method of assessing the cost on such property

6th. The City Assessor to be the officer to report whether
a petition is sufficiently signed or not.

The clerk reaad the Minutes of the last Meeting
Communications were read and referred as follows: _

From the Department of the Interior enclosing Ordnance
Land Sale to the Corporation of the City of Kingston portion
of Artillery Park _ Referred to the Committee on City Property

From George Thompson Collector of Taxes Re Taxes collected
to date for 1889 and 1890 and that the Collectors Rolls for 1889
are returned to the Treasurer _ Referred to the Finance
Committee.

From W.I Knowles Brantford _ Re Electrical Motors
Referred to the Committee on Finance.

From Charles H. Clarke _ Re Street watering rates
Referred to the Committee on Streets

Sundry Communications and petitions respecting
Taxes were referred to the Court of Revision
