Ald. Shannon from the Committee on Finance and Accounts
brought up two reports (numbers 779 and 780 Book F) which were read
and adopted

The Chairman from the Committee on Streets and Improvements
brought up a Report (Number 781 Book F) which was read
and adopted

The Chairman from the Committee on Water Works brought
up a Report (Number 782 Book F) which was read and adopted

The Chairman from the Committee on Fire, Water and
Light brought up a Report (Number 783 Book F) which was read
and adopted.

Ald Wilson an item from a Montreal paper - Re the
condition of dressed Poultry - which was referred to the Market
Committee.

Ald. Shannon gives notice of a By Law dealing with
the subject of exempting manufacturers from taxation upon certain
terms

On motion of Ald. Gaskin seconded by Ald. Joseph Swift
Ordered, that the publication of the By Laws herein after
mentioned with the necessary notices for the promulgation of the said
By Laws shall be in the City Newspapers named after the title of
the said By Laws respectively viz:

By Law No 298 entitled "A By Law to raise by way of loan
the sumer of $25.000 necessary for the further extension and improvement
of the City Water Works " in the Kingston Daily News

By Law No 313 entitled "A By Law to authorise the issue of debentures for $15,600 under "The City of Kingsto debt arrangement Act 1887 in the Kingston Daily British Whig and

By Law No 314 entitled "A By Law to raise by way of
loan the sum of $2.100 for the public School Purpose therein
mentioned" in the Kingston daily News and the daily
British Whig.

Ald. Gaskin introduced a By Law to provide
the means of ascertaining and determining what real
property will be immediatey benefitted by any proposed
work or improvement the expense of which is proposed
to be assessed upon the Real property benefitted thereby
and of ascertaining and determining the proportions
in which the assessment of the cost is to be made
on the various portions of real estate so benefitted and
for other purposes - which was read a first
time.

Ald. Gaskin read a communication from
James Agnew Esquire, City Solicitor Re: By Law
Local Improvements

The 30th Rule of Council was suspended and
the Council went into Committee of the whole on
the second reading of the By Law

Ald. Wilson in the Chair
The Council resumed
