Kingston December 22nd 1890

A Special Meeting of the Council of the Corporation of the
City of Kingston was held this day. Present
His Worship the Mayor
Aldermen
Anglin, Creeggan, Fenwick, Gaskin, Machar, Minnes
Muckleston, McCammon, McIntyre, Osborne, Redden
Rees, W Robinson, Steacy, Swift James, Swift Joseph F
Thompson, Webster, Wilson

The Mayor stated the meeting was called to pass By-Law
to establish and open up certain streets to and to take up
general business.

A Communication from the Council of the Board of
Trade was read asking the Council to rescind the resolution
passed at their desire to submit to the people the question of
granting exemption from taxation on buildings and machinery
used by manufacturers.

Ald. Gaskin moves, seconded by Ald. Creeggan
that whereas some members of the Board of Trade
who were chiefly instrumental in having the Board of Trade
recommend to this Council the submission to the electors of the
question whether Manufacturing Establishments should be
encouraged to locate here, by granting exemption from taxation
on Buildings and Machinery, find that there is a prejudice against
exemptions among some of the people, and as their only desire was
to benefit the City, and not attempt to have their views carried out in
opposition to any portion of the people and as they have expressed
a wish to have this matter withdrawn.

Resolved that the said question be not submitted to the
Electors and that the resolution ordering it to be submitted be
rescinded.

In Amendment

Ald. McIntyre moves seconded by Ald. Wilson
That as several of the By Laws exempting from
taxation Manufacturing establishments now in force will expire
within the next two years it is desirable that an expression of
opinion of the Electors be taken at the next Election as proposed
originally at the Meeting of this Council held 1st December
1890 - which being put was lost.
