A Special Meeting of the Council of the Corporation of the City
of Kingston was held this day Present
His Worship the Mayor
Aldermen
Carson, Cliff, Dunlop, Elliott, Gaskin, Hardy, Herald
LaChance, Livingston, Martin, Muckleston, McCammon
McIntyre, McLeod, Polson, Rees, Skinner, Steacy, Swift
Thompson, Wilson

The Mayor stated the Meeting was called to consider a
By Law authorising the Mayor and City Treasurer to borrow a
sum not exceeding $100.000.00 in anticipation of the Taxes of
1891.

Ald Gaskin intorduced A By Law authorising His Worship the Mayor and the City Treasurer to borrow a sum not exceeding $100,000 in anticipation of the Taxes of 1891 which was read a first time.

Ald: Gaskin moves seconded by Ald: McIntyre
That the 30th Rule of the Council be now suspended
and the Council go into Committee of the whole on the By Law
authorising His Worship the Mayor and the City Treasurer to borrow
a Sum not exceeding S100.000 in anticipation of the taxes of 1891

In amendment
Ald Thompson moves seconded by Ald: Rees
that it is not expedient to pass any By Laws by this
Council until the Standing Committees are formed as
stated in By Law No 42 _ which being put was lost
Yeas 11 Nays 11. and the orginal motion being put
was also lost _ Yeas 11. Nays 11.

On Motion the Council adjourned
