A Meeting of the Council of the Corporation of the City of
Kingston was held this day. Present
His Worship the Mayor
Aldermen
Carson, Cliff, Dunlop, Elliott, Gaskin, Hardy, Herald
LaChance, Livingston, Martin, Muckleston, McCammon
McIntyre, McLeod, Polson, Rees, Skinner, Steacy
Swift, Thompson, Wilson

The Clerk read the Minutes of the three last Meetings

Ald: Thompson moves seconded by Ald: Rees
That the following named Aldermen be a Committee
to strike the standing Committees for the present year _ Aldermen
Polson, Rees, Wilson, Thompson, Gaskin, Swift, McCammon and report
to this Council

In Amendment
Ald: McIntyre moves seconded by Ald: Swift
that in the present composition of this Council our
experience during this year leads us to conclude that it will be a
matter of extreme difficulty to strike the standing Committees
and if constituted it is highly improbable that they would be
called together for the transaction of business pending the general
elections that the public interest will not suffer in the interim
by failure to strike standing Committees and that this Council
proceed to pass a By Law authorising the raising of a sufficient
sum to meet the accrued liabilities of the City _ which being
put was lost yeas 11. Nays 11. and the original motion
being put was lost yeas 11. nays 11.

Ald: Thompson moves, seconded by Ald:
That the mayor be empowered to borrow a a rate not to exceed 5% per cent the sum of $40,000 to be disbursed as follows: Public School Board payment of teachers salaries $4000 payment of City official salaries $3,000 - the balance for payment of labor on streets and broken [illegible] which was ruled out of order by the Mayor.

Ald: Gaskin introduced a by law authorizing His Worship the Mayor and the City Treasurer to borrow a sum not exceeding $40,000 in anticipation of the taxes 1891 which was read a first time.

The 30th Rule of Council was suspended and the council went into Committe of the Whole on the second reading.
Ald: Hardy in the chair
The Council resumed. The Committee rose , and the chairman reported the second reading of the By Law clause by clause as amended. The report was received.
The By Law was read a third time and passed.

On motion of Ald. Thompson, seconded by Ald. Gaskin
Ordered that His Worship the Mayor be empowered to make the expenditure of the Forty Thousand dollars as specified under conditions as stated in By Law for that amount.
