Law entitled A By Law to regulate the proceedings of the Municipal Council of the Corporation of the City of Kingston" passed on the 13th day of February 1882 and respecting a Reception Committee of the said Council which was read a first time.

The 30th Rule of Council was suspended and the Council went into Committee of the whole on the second reading.
Ald Thompson in the Chair.
The Council resumed.
The Committee rose and the Chairman repeated the second reading of the By-law clause by clause as amended. The report was received.
The By-law was read a third time and passed.

Ald Gaskin introduced a By-law to authorise the issue of Debentures for $16,400 under "The City of Kingston Debt Arrangement Act 1884" (50th Victoria Chap 56 Ontario 1887) which was read a first time.

Ald Muckleston introduced a By Law entitled "A by-law to regulate the proceedings of the Municipal Council of the Corporation of the City of Kingston passed on the 13th day of February 1882 and for other purposes which was read a first time.

The 30th Rule of Council was suspended and the Council went into Committee of the whole on the second reading.
Ald Wilson in the Chair.
The Council resumed.
The Committee rose, reported progress and asked leave to sit again. The report was received.
