Kingston September 30th 1891

A Special Meeting of the Council of the Corporation of the
City of Kingston was held this day Present
His Worship the Mayor
Aldermen
Carson, Cliff, Dunlop, Elliott, Hardy, LaChance
Muckleston, McCammon, McIntyre, Polson, Rees
Wright Wilson

The Mayor stated the Meeting was called to consider
the Water Works report and other buisness

A Communication from George Thompson Collector
of Taxes was read Re balance of Street Watering Taxes
uncollected and asking if he would appoint a good man
to collect if the Council will pay for the service &c

On Motion of Ald: Hardy seconded by Ald: Muckleston
Ordered, That a Special Committee consisting of Mover
and seconder and Aldermen Wilson, Gaskin and McCammon
to take into consideration and devise some means of Collecting
the Water Taxes

Sundry petitions respecting Taxes were submitted and
referred to the Court of Revision

Aldn Livingston and Skinner here entered

The Chairman from the Committee on Water Works
brought up a Report (Number 878 Book F) which was
read and adopted.

The Chairman from the Committee on Fire, Water
and Light brought up a Report (Number 879 Book F)
which was read and adopted.

Ald: Muckleston moves seconded by Ald: Dunlop
That the whole question of exemptions be
discussed at the second regular meeting of this Council
in the Month of October and that the Manufacturers
of the City be requested to be present. _ The Mayor
ruled the resolution out of order.

Ald: McIntyre introduced a By Law No 389 entitled
A By Law to amend a By Law passed on the 7th day
of September 1891 entitled "A By Law respecting the payment
and Collection of the taxes and local improvement Assessments
including sewer rents and rates of the Municipality of the
City of Kingston and to impose a per centage charge thereon
upon default of payment at the time specified therefor" _
which was read a first time. _

The 30th Rule was suspended and the Council went
into Committee of the whole on the second reading
Ald Cliff in the Chair
The Council resumed
The Committee rose and the Chairman reported the second
reading of the By Law clause by clause _ The Report was
received
