Ald Gaskin from the Committee on Finance and
Accounts brought up Report (No 886 Book F) which was again
read

Ald Gaskin moves seconded by Ald Muckleston
That the Report of the Committee on Finance and
Accounts be recorded and adopted.

In amendment 1st
Ald Polson moves seconded by Ald Elliott
Inasmuch as the exemption of the Cotton Mill will
establish a precedent and inevitably lead to a very wide
extension of such exemptions owing to the valued claim the other
manufacturing institutions of the City will have for similar
treatment, and whereas an increased number of exemptions
by decreasing the revenue of the City must lead to an increased rate
of taxation be it therefore resolved that the clause referring to the
Cottom Mill be struck out of the Report.

In amendment 2nd
Ald McIntyre moves seconded by Ald Hardy
Whereas Manufacturing Establishments located
in Kingston other than the Cotton Mill and having equal claims
to exemption from taxation have applied to this Council for exemption.

And whereas there are in Kingston certain other
Manufacturing Establishments at present enjoying exemption
and where period of exemption has almost expired and
this Council has reason to believe that upon such expiry
said last mentioned establishments will apply for a
renewal of their exemption

And whereas it would be in the highest degree
unequitable to grant the proposed exemption to the
Cotton Mill without also granting exemption and renewal
of exemption to establishments of a similar character
seeking the same.

Resolved, That in the premises it is expedient
that this Council before taking action in the matter of the
Communication of the Cotton Company should adopt some
intelligent and coherent policy respecting the whole
question of Exemption of Manufacturing establishments
and to that end that the Communication of the Cotton Company
be referred back to the Committee on Finance to report which
being put was [underline]lost[/underline]
