Ald McLeod from the Committee on Railways and
Improvements brouht up a Report (Number 947 Book G)
which was read and adopted.

Ald Curtis from the Committee on Finance and Accounts
brought up a Report (Number 948 Book G) which was read
and adopted.

On motion of Ald Curtis seconded by Ald Meek
Ordered, That the Council ask permission of the
Inspector of Prisons and Public Charities of Ontario for
"Extra Manual labor" for the City of Kingston.

On motion of Ald Curtis seconded by Ald Hardy
Ordered, That this Council instruct the Chief of
Police of the City of Kingston that all male persons not
physically incapacitated seeking shelter for the night in
the Police Cells of the City of Kingston, should perform three
hours labor at picking [illegible], sawing wood or some other
work as may be ordered by the Chief of Police as recompense
for his lodging and all persons performing such labor shall
receive a loaf of bread in the morning - (no work, no bread) and
if necessary this Council instruct the City Solicitor to draft
a By Law to the above effect.

On motion of Ald McLeod seconded by Ald Ryan
Ordered, That the deputation that is being sent to Ottawa
by this Council to interview the Committee on Railways of the
House of Commons be also deputed to interview the Minister of
Justice relative to getting the Penitentiary authorities to do the
necessary filling and grading of the Kings street Esplanade now
in course of construction.

And also the said deputation interview the Minister of
Marine and Fisheries with a view of procuring all the stone that is
being taken off the shoals in the Harbor for filling inside of Crib
work.

And that the deputation also interview the Minister of
Militia and Defence as to the location of Kingston of the permanent
annual military Camp for Districts numbers 3 and 4 and as to
the Manufacture at Kingston of all clothing for the Canadian
Militia.

And that the deputation interview the Minister of
Justice relative to the disposal of the sewage of the Kingston
Penitentiary in terms of the report to this Council of the Board of
Health.

On motion of Ald Gaskin seconded by Ald Herald
Ordered, That Alderman Creeggan be added to
the deputation going to Ottawa.

On motion of Ald Livingston seconded by Ald Ryan
Ordered, That the streets Committee be instructed to
confer with the Grand Trunk with a view of either building a
sub-way beneath the Grand Trunk track at the lower station
or placing a gate on the present crossing for the safety of
travel.
