The Council resumed
The Committee rose and the Chairman reported the second
reading of the By law clause by clause. The Report was
received.
The By Law was read a third time and passed.

On motion the Council adjourned.

A Meeting of the Council of the Corporation of the City of
Kingston was held this day. Present
His Worship the Mayor
Aldermen
Behan, Carson, Creeggan, Curtis, Drennan, Dunlop,
Elliott, Fair, Gaskin, Hardy, Herald, Livingston, Meek,
McLeod, Oberndorffer, Robinson, Skinner, Wilson,
Wright.

The Clerk read the minutes of the 4 last meetings.

Communications were read and referred as follows:-

From W.S. Gordon Secretary Local Board of Health Re extending
the sewers into the water where openings are now above the water line.

From Samuel H. Fee and W.S. Gordon Medical Health Officer
and Sanitory Inspector respectively respecting the condition of the
Drain on Gore Street.

A Deputation from the Local Board of Health consisting of
Municipal Grant Drs Saunders and K.N. Fenwick addressed the
Council on the subject of the health of the City and submitted
statement which was read

On motion of Ald Gaskin seconded by Ald Drennan
Ordered, That the following be a special committee - Aldn
Gaskin, Herald, Curtis, Elliott, Meek, Fair and the Mayor to consider
the report of the Board of Health and the Communications of Mr.
W.S. Gordon and Dr Fee Re: drainage, water &c

From N.F. Dupuis Esquire, Chairman of the Board of Trustees
of the Collegiate Institute with resolution accepting offer of
City Council on conditions stated.

On motion of Ald Gaskin seconded by Ald Herald
Ordered, That the terms as submitted by the Collegiate
Board be accepted by the City.

From George Thompson, Collector of Taxes statement of Taxes
collected to date &c - Referred to the Committee on Finance &c
