On motion of Ald Meek seconded by Ald Drennan.
Ordered, that the By Law regarding the opening up
of Sydenham Street be published in the Freeman in the
town four times and in the news and Whig once each.

Ald Drennan from the Committee on Finance and
accounts brought up three reports (Numbers 977, 978 and 979
Book G) which were read.
Ald Drennan moves seconded by Ald Creeggan
That Reports 977, 978 and 979 of Finance and Acocunts
be received and adopted.

In Amendment 1st
Ald Behan moves seconded by Ald Livingston
The the item in the Finance Report ordering the
payment of Officer Snoddens costs in connection with the ejection
of Mr R Shaw from a public meeting, his subsequent imprisonment
in the cells, the imposition of fine and costs, all of which
was reversed by Judge Wilkison, be struck out, referred to the
City Solicitor for opinion of the City's liability in respect to
this and similar cases and a citation of the cases in which
the City previously interfered.

In Amendment 2nd
Ald Herald moves, seconded by Ald McLeod
That the following words be added to the clause
in Finance Report No 978 referring to cost incurred by P.C.
Snodden "providing the City Solicitor gives his opinion
that this payment will not render the City liable to be included
in the Shaws civil action against P.C. Snodden and that it
has been customary for this City to indemnify Police Constables
against costs similarly incurred.

In Amendment 3rd
Ald Livingston moves, seconded by Ald Behan
That the report be not adopted and that the
matter re exemption be submitted to the electors at a
date to be decided by the Council - which being put was lost.
