Ald Ryan moves seconded by Ald Behan
That the Mayor call a mass meeting of the
citizens for the purpose of raising funds for the sufferers by
the fire in St Johns Newfoundland - which being put was
lost.

The first amendment being put was carried.

Ald Gaskin introduced By Law No. 438 entitled
"A By Law to amend a By Law entitled "A By Law to consolidate
the several amounts for which local improvement debentures
are authorised to be issued by By Laws numbered 419, 432, 421,
422, 423, 424, 425, 426, 427 and 428 of the Corporation of the City of
Kingston in one amount and to issue debentures for said amount
in place of the debentures authorised to be issued by the said By Laws
for the said several amounts less the amount thereof commuted
passed 11th July 1892 - which was read a first time.
The 30th Rule was suspended and the Council went into Committee
of the Whole on the second reading.
Ald Dunlop in the Chair.
The Council resumed.
The Committee rose, and the Chairman reported the second
reading of the By Law clause by clause - The report was received.
The 30th Rule was again suspended and the By Law was
read a third time and passed.

Ald Gaskin introduced By Law No 439, entitled "A By
Law to amend the By Law entitled "A By Law to make provision
for the watering of the streets within certain areas in the City of
Kingston and to define the said areas for the year 1892" passed
April 21st 1892 which was read a first time.
The 30th rule was suspended and the Council went
into Committee of the Whole on the second reading.
Ald Elliott in the Chair.
The Council resumed.
The Committee rose and the Chairman reported the second
reading of the By-law clause by clasue. The report was received.
The 30th rule was again suspended and the By Law
was read a third time and passed.

On motion the Council adjourned.
