for the local improvement frontage for sewer Bay street. Referred to
the Committee on Streets &c

From John Carver by Ald Elliott. Taxes. Referred to the
Court of Revision.

From John Lemmon by Ald Drennan asking assistance
towards replacing a horse killed while on duty. Referred to the
Committee on Fire, Water and Light.

On motion of Ald Ryan seconded by Ald Oberndorffer.
Ordered, That the thanks of this Council be tendered
to His Honor Lieut Governor Kirkpatrick for his long and faithful
services as Trustee of the Kingston Collegiate Institute. For over
a quarter of a century the Honorable Mr Kirkpatrick has held
the position of trustee on the Kingston Collegiate Board during that
period by his regular attendance by the deep interest be displayed
in educational affairs, and by his legal advice always at the
disposal of the board. mr Kirkpatrick has rendered the Institute
the most valuable services. For these reasons, this Council begs to
gratefully acknowledge his faithful and eminent services.

On motion of Ald Hardy seconded by Ald Curtis
Ordered, That Rule 31 be suspended to allow the passing
of a By Law to ratify and confirm the agreement between the
Telephone Co and the City.

Ald Curtis introduced "A By Law to ratify and confirm
the agreement made and entered into between "The Bell Telephone
Company of Canada Limited and the Corporation of the City of
Kingston which was read a first time. No 441
The 30th Rule was suspended and the Council went into
Committee of the Whole on the second reading.
Ald Oberndorffer in the Chair
The Council resumed.
The Committee rose and the Chairman reported the second reading
of the By Law clause by clause. The report was received.
The 30th Rule was again suspended and the By Law
was read a third time and passed.

On motion of Ald Meek seconded by Ald Curtis
Ordered, That Rule 31 be suspended to admit of
the introduction of a motion and notice of motion which usually
come under the heading of general business.

On motion of Ald Meek seconded by Ald Behan
Ordered, That a Committee of this council be requested
to take into consideration and report upon the advisability of
having taxes of 1893 paid upon the instatment plan said
committee to be comprised of Aldermen Hardy, Herald, Skinner
and the mover and seconder.

Ald Meek gives notice that he will at the next regular
meeting of the City Council introduced a By law appointing and
establishing the second Monday in August in each year a
Civic holiday.
