Monday 8 o'Clock P.M.
Kingston October 2nd 1893

A Meeting of the Council of the Corporation of the City of
Kingston was held this day. Present:

Aldermen
Behan, Carson, Curtis, Gaskin, Hardy,
Herald, Horn, Meek, McAulay, McIntyre,
McKelvey, C Robinson, Ryan, Skinner,
Wilson, Wright

Alderman McKelvey in the Chair.

The Clerk read the minutes of the last meeting.

Communications were read and referred as follows:

From Myles Sennott stating he is willing to terminate
the lease of the Pound lately established on his premises.
Referred to the Committee on City Property with power
to act.

From Captain W.D. Andrews asking permission to
address the Council Re: restoration of Pension - leave
was granted and he addressed the Council.

On motion of Ald McIntyre seconded by Ald Wright
and resolved,

That this Council having knowledge of the
many acts of heroism performed by Captain William
D Andrews in saving human life from drowning
at the imminent risk of his own, the waters of the harbor
of this, his native city, having been the scene of the first
of such acts when its author was a mere lad;

That this Council having also knowledge
of the appalling calamity which has overtaken Capt
Andrews in the toal and immediate loss of his
eyesight whilst engaged in the Service of the Dominion
Government at Toronto and as a consequence of exposure
during the performance of his duties.

That this Council having further learned
that the annuity formerly received by Capt Andrews
from the Dominion Government has been cancelled;

Resolved therefore that this Council respectfully
prays the Dominion Government to consider favorably
the case of Capt Andrews and to recommend to Parliament
at its next session that an annual grant be made to him
sufficient for his proper maintenance and that Mr
James H Metcalfe, Member for the City be requested to
lay the claims of Captain Andrews before the Dominion
Government and Parliament and that copies of this resolution
be forwarded to Sir John Thompson, Prime Minister, Sir Charles
H Tupper, Minister of Marine and Fisheries and to Sir Adolphe
Caron, Post Master General - Carried unaminously.
