Wednesday 8 o'Clock P.M.
Kingston November 1st 1893

A Special Meeting of the Council of the Corporation of the City of Kingston
was held this day. Present.

Aldermen:
McAulay, Behan, Carson, Curtis, Elliott, Hardy, Herald,
Horn, Meek, Mundell, McIntyre, McKelvey, C Robinson,
W Robinson, Skinner, Wright.

Ald McKelvey in the Chair

The meeting was called in lieu of the regular meeting for
general business.

The minutes of the last meeting were read and approved of.

Communications were read and referred as follows;

From the Department of Marine and Fisheries acknowledging receipt
of copy of Resolution in regard to assistance being granted to Captain Andrews.
Fyled.

From Edwin Horsey Clerk Police Commissioner acknowledging receipt
of copy of resolution in reference to a Policeman being placed on lower G.T.R
Depot. Fyled.

From John C Innes offering for sale an office desk. Referred
to the Committee on City Property.

From Thomas Briggs Frontenace Loan and Investment Society
Re: claim of $18.29 balance of taxes 1889. Referred to the Committee on Finance.

From Thomas O Bolger City Engineer Re: Drain through the
property of Messrs Branigan and Nash for the extension of James Street

On motion of Ald Carson seconded by Ald Wright
Ordered, That the communication of the City Engineer setting forth the
terms upon which this Council will construct a drain through the property
owned by Messrs Branigan and Nash for the extension of James Street be
referred to the Committee on Streets to prepare an agreement according to the terms
set forth therein and submit the same to the Council at its next meeting for
their approval.

From John McIntyre Esquire Q.C. stating he has been instructed
by Mr Walker Hopwood to proceed against the City for damages from injuries
received by reason of a defective grating. Referred to the Committee on Streets &c

Sundry communications Re: taxes were submitted and referred to
the Court of Revision.

Ald McIntyre brought up the petiiton of L.B. Spencer in behalf
of the owners of Steam and Sailing Yachts asking they be placed as regards
taxation on the same category as steam and sailing vessels.

On motion of Ald Elliott seconded by Ald Behan
Ordered, That the petition of L.B. Spencer be referred to the Court
of Revision.

A Communication from Thomas O Bolger City Engineer
was here read recommending that the inside of the Granolithic Walk on
Barrie Street be placed at least three feet outside the trees to keep clear of the
roots to prevent the walks from heaving.

Ald Carson moves seconded by Ald McIntyre
That the Communication of the City Engineer Re Barrie Street
walk be referred to the Committee on Streets with power to act.
