The Council resumed.
The Committee rose and the Chairman reported the second
reading of the By Law clause by clause. The Report was received.
The 30th Rule was again suspended and the By Law
was read a third time and passed.

The Clerk submitted communications which were
referred as follows:

From E.W. Dowling Re: rebate of Hotel license.
Referred to the Finance Committee.

From W. Phillips asking to be appinted caretaker
of Parks. Referred to the Committee on Parks.

From Fife Fowler et al Taxes. Referred to the
Court of Revision.

From George Johnston asking for the Statistics.
Referred to the Finance Committee

Petitions were presented and referred as follows:

From the House of Providence, by Ald Ryan asking for
a grant. Referred to the Committee on Finance.

From the Hotel Dieu by Ald Ryan asking for a
grant. Referred to the Finance Committee.

From Robert H Stevenson by Ald Gaskin Re taxes.
Referred to the Court of Revision

From Charles Cunningham by Ald Mundell asking
permission to sell on Market No 1. Referred to the
Committee on City Property.

The Report of the Mayor and City Commissioners
was read respecting application Thomas Nicholson
Re: erection of Ice House.

On motion of Ald McIntyre seconded by Ald Meek
Ordered, That the report of the Mayor and
City Commissioners be referred to the Committee on
Fire, Water and Light with instructions to report to this
Council at its next meeting by By Law amending the
existing Fire By Law as they may be advised.

The Portrait of the last Revd Father Dowd
was presented to the Council. Referred to the Committee
on City Property to accept same and draft suitable
reply.

Ald Gaskin brought up for a second reading
(read a first time December 4th 1893) A By Law to partially
exempt from Municipal taxation the property of the
Kingston Hosiery Company (Limited) in the City of
Kingston for a period from the 31st day of December
1892 until the 31st day of December 1901 upon certain
conditions.

In amendment to second reading
Ald Elliott moves seconded by Ald Behan
That the consideration of this By Law be laid
over until next meeting of this Council which being put
was lost.
