Dear Mr. President;
I take the liberty to submit you enclosed my editorial article on Finland's question, published a few days ago in the New Vork
Tribune with a view of giving you a short and comprehensive idea of the situation that concerns so vitally the interests of Free Russia. If I may take a liberty I would beg You my dear Mr. President, to comunicate with the Russian Administration to the effect that the United States attitude to the question is outlined clearly. All the Russian people appreciate every form of suggestion that this oldest Republic can make to the
youngest, and partcularely how you personally stand in the matter.
