My dear Mr. Tumulty:
In regard to the attached letters from
Mr. Ivan I. Narodny, I think you could write him
that the President read his letters with a great
deal of interest, but he could not, of course, take
the liberty of sanctioning the visit of Russians to
their own country, as it might be considered an intrusion
in their domestic affairs and might be resented.
