Encloses letter from Secretary of State concerning the arrival of
Vice Admiral KOLTCHAK of the Russian Navy who is heading the special mission
to the United States. In view of the
entertainment given our special diplomatic
mission to Russia, Secretary Daniels asks that $10,000 be alloted for the
entertainment of the Admiral and the members of his suite--see 21
