Says that for the past twenty years he has done nearly all the legal work
of the Russian Government in the country, and since the outbreak of the war
practically his whole time has been devoted to it; is thoroughly familiar with
all the contracts made by that Govt. and has had opportunities which no one
else in the U. S. has had to know intimately the Russian representatives; the
members of the Supply committee compare most favorably with Federal and State
Govt. officials. Regrets the seeming inauguration by New York newspapers of a
campaign of villification and abuse against the Russian representatives in this
country. Refers to the possibility of the PMG exercising his right of censor-
ship under the Trading with the Enemy Act.
