He takes a more sympa-
thetic and intelligent
interest in really Russian
affairs and the Russian
people than any one else
in Petrograd, is a most
valuable observer and
should have much
more liberal support
from Washington than
he gets - He should
be fully backed up
and especially given
two good assistants -

Just now he tries to do his own type
writing - Redfield does not at all
appreciate him - I consider
this report of his to be one of the best
on present day Russia
