TELEGRAM.

J.P. Tumulty:

autocracy is deceiving it. In this the laboring man's government has
done the exact thing which President Wilson has sought to do in all his
addresses and expressions of American aims. Lenine and Trotsky, whether
unwittingly or not, are just at this time working side by side with
America in its war aims. To-day, thanks to the laboring man's government
of Russia, the world, inclusing the German democracy itself, can say to
the Kaiser:

" 'You have been caught with the goods; you do not dare to let
the German people speak for themselves in the peace settlement; you
stand between them and the free proples of the earth; you have been
herding them like cattle to death; you are still herding them like
cattle; you are afraid to let them know the truth.'

If the Russian common people, as represented by the council of workmen
and soldiers and by Lenine and Trotsky, cannot reach through to the German
people they must try to batter down the wall which stands between them
and their German fellows. In other words they must again join the Allies
and help us to fight our way through to the rescue of the German people."
