Dear Mr. President:

The "Bolshevikis" are a very delicate but powerful
instrument which has been used skilfully up to the present
time for the accomplishment of certain ends - but not by the
Allies. And why not? Because the Allies do not know Russia
and they do not know Germany; they do not understand the prob-
lems with which they are dealing; they do not know how or in
what manner to manipulate such an instrument - and a most
wonderful one it is - as the "Bolshevikis".

They do not even dream that such an instrument is in
preparation on their own soil and will be ready for delivery
between June and September next.

I call "Bolshevikis" an instrument because after
performing certain work it will disappear in the same manner
in which it appeared. The makers, although not the origina-
tors of this tool of destruction of civilization are the
SUPERstatesmen and governments of the Allies. They unceasing-
ly and unconsciously labor on this instrument in the same man-
ner as somnambulists take their midnight strolls on the roofs
and cornices of houses. The Allied statesmen will give to
mankind that instrument in a more perfect form than Russia
poses - more destructive in power. The Westerners of Europe
are always more thorough in their conceptions than the East-
eners.

The "Bolshevikis" recognize themselves for what they
are; they have no aspirations nor do they believe they can es-
tablish their power or their doctrine at any place for any
length of time. The "Bolshevikis" know perfectly well that
they are only an instrument with which the present system of
government in Europe might be destroyed in order to establish
democracy.

They are destructive but not constructive and are as
dangerous to autocracy as to real democracy.

Up to now Germany has been making use of them.

By stating the aims of the war as you did, Mr.
President, on the 8th instant, you postponed the development
of "Bolshevikism" in the Allied countries. Now is the proper
