time to STIMULATE its development on the soil of the Central
powers. All democracies of Europe, labor parties and social-
ists support the Wilson Doctrine. You can be sure of them. And
being so assured of their support, why not deal a mortal blow
to German supremacy among the Socialists and Internationalists
and take the bull - Russian Bolshevikis - by the horn at the
same time?

This can be done if YOU will call an International
Conference of Democracy, including Socialists of all shades, at
Washington or at Stockholm - Washington preferred - for the
CONSIDERATION of the American and Allied war aims.

If I am not mistaken Germany will not grant passports
for such a conference, neither will Austria-Hungary. At such
Conference the Bolshevikis’ real power and importance in Russian
affairs will be shown in the truest light. In your invitations
you must insist that no restriction will be tolerated in grant-
ing the passports to elected delagates of Socialists or other
democratic bodies.

In calling such a Conference there is no danger what-
soever except to the Central Powers, who will recognize that
their delegates will be outnumbered and outvoted. The refusal
to grant passports for such a Conference must result in the in-
ternal labor troubles of the Central Powers. It will quickly
develop the "Bolshevikism" in Austria-Hungary and in Germany.

The separate Russian-Bulgarian peace opened the most
important way for trading in and tapping Russia's enormous
mineral and food resources via the Black Sea and the Danube -
a very clever diplomatic achievement for the Central Powers—
who at their will can protract peace negotiations with Russia.
